Since the beginning of the 21st century, China's population has been aging rapidly, accompanied by an increasing number of elderly people with functional disabilities, who fell into predicaments because of old age and disabilities in the elderly care, and this needs the urgent attention from government workers and academic researchers. At present, the long-term care service security system hasn’t fully established yet and the function of family care was seriously weakened. Therefore, many elderly people with functional disabilities fall into a new type of poverty other than poverty induced by low income. This book constructs the conceptual system and theoretical framework of caring for poverty, discusses the current situation and causes of the elderly people lacking care, investigates the health risks caused by this kind of poverty, and then proposes the basic principles and policies for alleviating poverty in caring for elderly people with functional disabilities.
