Blue Book of Culture: Report on the Development of China’s Cultural Industries, 2011 is the tenth annual report about China’s cultural industries, jointly prepared and produced by the Research Center of Humanities of CASS, the Ministry of Culture and National Cultural Industries Innovation and Development Academe of the Shanghai Jiaotong University.

 

This book remains the basic framework available in the last ten years. The column Main Report, Overview and Specialist Forum aim mainly at providing overall evaluations, analyses, predictions and countermeasure advices about China’s culture industries, meanwhile Industry Report, Regional Report, Case Study and Statistical Topics focus specially on giving concrete descriptions and case analyses about different culture industries or the culture industries in different regions. Foreign Culture Industry intends to give a panorama introduction about the theory and practice of the development of global culture industry.

 

The main report provided by its special group still constitutes the core part of the whole book. It points out that the macro economic environment in the coming period of the 12th Five-Year Plan will surely be favorable for the development of culture industries, but for modern China’s culture industries as a whole, quality improving is much more important than quantity expansion. It requires us to explore new way of thinking, to attempt new method of working and to improve substantially the relevant system, institution and policy environment. Only the institutional environment improving can speed up the process of China’s culture industries and fulfill one of the goals set by the 12th  Five-Year Plan, namely to make culture industry as a strategic pillar industry for China’s national economy. On the contrary, if the management system and relevant institution lack a stable and correct value tropism and the policies keep wavering unpredictably, the culture industries would go slowly and stiffly.

 

According to main report, five key points are determinative for China’s culture industries to make great progress in the period of 12th Five-Year Plan: firstly, fully release the consumers culture consumption need; secondly, join the structure adjustment of national economy and take the advantage of culture industry as a productive service industry; thirdly, foster different kinds of newtype culture industry and realize the leaping development of China’s culture industry; fourthly, enhance the new-type urban culture economy and promote concerted development among different regions; last but not least, optimize the structure of culture export trade.

 

In order to accomplish above mentioned tasks smoothly, we have to put the concept if culture development center place of our national strategy; to redefine the target of our national culture institution reform and admits that the market plays a fundamental role in distributing culture resource; to reiterate the idea that culture market needs to get driving forces either from the state or from the private sectors.
