Abstract:The current pending practical and frontier issue in the emergency management academic and practical field in China is to signify the situation in the public security and emergency management and predict the development rules scientifically. Coordinating investigation with statistical analysis, comprehensive literature, and system integration approaches, the article analyzes the situation in public security and emergency management in China, from the aspects of practice, research projects and theoretical research, and concludes great progress has been made in the theories and practices in the public security and emergency management in China. However, there are still several deficiencies existing, such as lack of top-level design in the public security and emergency management system; the dialectical thinking of transforming crisis into opportunity and crisis transformation management seldom being found; the insufficient research on scientific approaches such as computational experiment. Based on the preceding analysis, such critical issues have been predicted and designed.

Abstract:In order to evaluate the emergency management ability of the large cities in China scientifically,the evaluation index system of urban emergency management capability is constructed in this report. According to the theory of emergency management and the relevant provisions of the state to deal with the emergency management,combined with the characteristics of emergency management in large cities in China,first,this paper divide urban emergency management capability based with the classification of disaster types,evaluating the city’s natural disaster emergency management ability, accident disaster emergency management ability, public health event emergency management ability and social security incident emergency management ability apart,secondly. Secondly, classified according to the dimensions of the emergency management process, evaluating the each type of specific events of the emergency response capacity by stages; for each stage of the emergency response capacity, evaluating according to the emergency management elements from the organizational system, operation mechanism, resources protection were evaluation system. Evaluation content only now on different kinds of emergencies emergency management ability, and considering the ability of emergency management in different stages, and covering the various elements of the emergency response, from multi-dimensional emergency management ability of evaluation. This paper assesses the most Chinese cities through this index system, and analyzes the evaluation results.

3 Research On the Emergency Simulation System for Major Floods Based on Big Data

Abstract: In order to improve the ability of handling major floods, research projects based on big data to construct the library flood events, with setting up emergency exercise scene, and eventually forming simulation system framework of emergency drills. By using the emergency simulation technology, and through the observing and evaluating the results of drill to follow the dynamic evolution trend, it is helpful to reduce the losses from major floods.

Abstract:In 2014, a large variety of safety accidents and natural disasters occurred frequently, teams of disasters prevention ought to make multifarious social mobilization which could lead a wide range of people to take part in preventing disasters and reducing damages. However, the leadership in these teams and the performance of social mobilization still confront with various challenges. Therefore, for a long period of time in the future, government need to further improve leadership of disaster-preventing teams, establish and strengthen performance assessment mechanism in terms of social mobilization, and efficiently enhance the effects of emergency disposal of disaster prevention.

Abstract:With the rapid development of economic and society in China, the scale and rate of urbanization is increasingly accelerating. However,the existing urban infrastructure construction is vulnerable,and the infrastructure can’t meet the demand of humans and ecosystems. The damage of urban waterlogging for many cities over the past few decades have been a critical challenge, and waterlogging phenomenon has seriously affected the further development of Chinese cities. To solve the problem caused by urban floods,engineering measures and the corresponding non-engineering measures are needed. Recently,the State Council issued a “Guiding Opinions on Promoting sponge urban construction” to state the importance of the waterlogging problem. Although, construction measures are effective in the prevention of the impact of urban stormwater, it is difficult to carry out. With the existing technology,building an effective monitoring system for urban waterlogging and alleviating the impact of urban waterlogging, become one of the develop direction of waterlogging prevention. This paper presents some opinions on urban floods mornitoring system, helpful for pre-warning of urban waterlogging prevention.

Meanwhile, the paper aims at establishing and improving the sustainable program of preventing and reducing disasters and providing theoretical reference for post-disaster compensation and catastrophe financing through utilizing catastrophe insurance and asset-securitization.

8 System Framework and Operation Mechanism of Disaster Prevention and Emergency

Abstract:For enhancing all levels governments’capacity of emergency disposal and ensuring social public security, it is significant to research on the construction and operating mechanism of disaster prevention emergency platform system. This report synthetically uses the methods of literature review and case study to analyze the abroad disaster prevention emergency platform systems and their operating mechanisms. And then, the structure, important parts and operating mechanism of China’s disaster prevention emergency platform system are emphatically introduced. On the basis of the comparison and analysis of domestic and abroad emergency platform systems, the problems and characteristics of China’s emergency platform system are pointed out, and some policy suggestions are put forward on the framework and function improvement, technical standards and data specification, talent team construction, emergency training and drills.

Abstract: With the rapid development of urbanization, a variety of accidents, environmental disasters can happen at any time, in all of them, the greatest threat to the city is the safety and the reliability of the urban lifeline system, and the urban underground pipe network in urban lifeline system is the important part, whose safety affects the normal operation of the city, the safety of people’s lives and property. The research project of the risk assessment method of urban underground pipeline network establishes the urban gas pipeline network risk assessment model and gets the level of risk distribution network matrix, develops the urban gas pipeline network risk analysis and assessment, early warning and management capabilities of city gas pipeline network risk assessment supporting software through the investigation of the present situation of urban underground pipe network and data collection, exploring the failure factors of underground pipelines in the complex urban environment, calculating its weight, selecting the fuzzy comprehensive evaluation method, and then obtains the reliability and applicability of the model and systems by the practical application of the project. By studying this project, we can build a comprehensive platform of risk assessment and dynamic early warning system, the safe operation and the level of integrity of the city buried gas pipe network has been greatly improved, the security of the city gas pipeline network can be improved effectively, and it has good economic and social benefits.

Abstract: In order to know the current situation of food safety incidents’emergency management, this study collects relevant data and information from the perspective of government and the public. It is found that food related laws and regulations are imperfect, the emergency management core body should be established, the government’s Information disclosure is not timely, public food safety risk prevention awareness is not strong and so on. Finally, this study combines the domestic and foreign successful experience in the food safety crisis management and systems with the problem of the investigation, proposed the safeguard measures of the food safety incident emergency response and comprehensive management.

11 The Status quo and Countermeasures of the Safety Supervision of Genetically Modified Food

Abstract:Since the advent of genetically modified (GM) food, its security is controversial. Due to the lack of reliable GM food safety regulatory system, the public acceptance is difficult to improve. Especially the illegal GM food continually flows into the market cased by economic benefit. This seriously undermined the legitimate rights and interests of consumers. Studying on European Union GM organism safety regulatory system, the paper analyzes the GM food regulatory system, and then puts forward appropriate recommendations, mainly aiming at the laws & regulations, detection, examination & approval system, identification system, information disclosure system of GM foods.

Abstract:The development of urbanization breeds a modern civilization and accelerates the economy, culture and technology development,but meanwhile,it induces the deterioration of urban environment arousing the pollution problems,such as air pollution,water pollution,and solid waste pollution. Furthermore, the rapid growth of the population will arouse irreversible influence to the living environment and the future development, thus the prevention and treatment strategies are imperative. According to the analysis of the physical properties, origin, distribution and influence of air pollutants, this report further explores the strategies to control the urban air pollution, and insists that the governments establish corresponding institution, energetically prop up the high-tech environmental protection technologies. The administrative agency should strictly limit heavy pollution projects, and encourage the technology development of clean and renewable energy. Through policy support and market regulation, the economic is developed on the premise of protecting the environment. An emergency system for sudden air pollution should be established. Through fully propaganda, the public realize the importance of air pollution emergency mechanism, and have a sufficient understanding to get active support and cooperation.

Abstract:This paper surveyed the people stampede accidents have occurred in the crowded public place all over the world in recent years. Combine with investigating the theory of gathering risk, the psychology of gathering crowd, behavior and movement characteristics, etc, the PMCDT model and crowd stampede risk model were used to study and analyze the serious accident happened at shanghai bund, as a result, the reason of the stampede was obtained and the prevention measures to the risk of crowded public place were presented.

Abstract:Because social transition usually makes society conflicts multiple and the development of network technology is rapidly, the net group conflicts come into more frequent time. It is an unavoidable problem to actively avoid and deal with the net group conflicts for social governance. Based on summarizing the causes, characteristics and laws of evolution of net group conflicts in social transition period, this paper proposes the governance principles of net group conflicts during social transformation, including the rule of law, comprehensive, openness and introductory. Abstract:In the process of economic and social transformation, group event is a social phenomenon that cannot be ignored. Group events showed the trend continued to spread with the economic development and deepening of political reform. Therefore, the study of group events are theoretical and practical significance. Firstly, starting from the perspective of social distribution, the paper summarizes the present stage of social distribution. Secondly, the paper analyze group events from three dimensions about resource distribution, opportunity distribution, income distribution. 2015 is an unusual year for the China. Recalling back the whole year, special major events occurred frequently. Various emergencies such as the bund stampede at Shanghai Chenyi Square in 12.31, sinking of Oriental Star at the Yangtze River in 6.1, Tianjin port bombing in 8.12, Shenzhen landslides in 12.20, these accidents not only harm the lives and possessions of public but interfere with the development of economy. The crisis happened in different big cities including Guangdong, Shanghai, and Shenzhen, with the development of economic the horrible disasters demonstrate the increasing vulnerabilities of developed cities are more salient. To improve the level of comprehensive disaster management, strengthen the emergency response capabilities, including early warning, emergencies platform, assistant team, transmitting security as well as shelter and other jobs like that, amounts of work needs to be done.
The book including two part: the one is general report, the other is special report.
One of the general reports is the relevant trend analysis and forecast of Chinese public security and emergency management, which demonstrates China emergency management theoretical and practical development at present. The other one is integrated assessment of China’s large urban emergency management capability, which in terms of precaution, response to disasters at middle term and recovery after the disasters, it estimates emergency management level of Beijing, Shanghai and other big cities from 2012 to 2014. The report is a key role to construct the emergency management system of emergency management of big urban cities. Furthermore, it is significant for government to instruct cities emergency management work, find problems, identity redirection of reform.
Fourteenth special reports are divided to four different parts: natural disaster, social risks, public sanitation, productive crisis. From these part, the report introduces the latest research and investigations respectively in our country: building flood disaster emergency imitation system under the age of big data, strengthening the leadership and improve the efficient of social mobilization, moreover learning the experience from Taiwan disaster prevention and mitigation plan. According to more and more serious traffic congestion problem, it comes up with the advice about building three-dimensional supervision mechanism, and probe the new system of the frame of emergency platform design. As for food safety concerned by the public, it analysis supervisor phenomenon about genetically modified food at present and put forward to some strategies coping with food safety events. Final chapter includes social security accidents which focus on judging the risk and other potential factors in crowded public places, in addition, do researches about the origin and development of types of mass incident.
THE REPORT OF CHINA’S EMERGENCY MANAGEMENT (2016) is cooperatively wrote by experts and scholars from universities, scientific institution and corporate.
