2015 is an unusual year for the China. Recalling back the whole year, special major events occurred frequently. Various emergencies such as the bund stampede at Shanghai Chenyi Square in 12.31, sinking of Oriental Star at the Yangtze River in 6.1, Tianjin port bombing in 8.12, Shenzhen landslides in 12.20, these accidents not only harm the lives and possessions of public but interfere with the development of economy. The crisis happened in different big cities including Guangdong, Shanghai, and Shenzhen, with the development of economic the horrible disasters demonstrate the increasing vulnerabilities of developed cities are more salient. To improve the level of comprehensive disaster management, strengthen the emergency response capabilities, including early warning, emergencies platform, assistant team, transmitting security as well as shelter and other jobs like that, amounts of work needs to be done.

In the background of learning and summarizing the 12th Five Year Plan’s experiences as well as having an anticipation of the 13th Five-Year Plan, our topic subjective team edicts the Chinese emergency management book, inducing the emergencies management’s eminent performance and experience in the past years, analyzing the mainly security management subjects in foreland which are instituted by some national experts, making an anticipation about direction and trend of this region. Furthermore, we propose a new strategic mental titled in ‘from society govern angle to build emergencies management system’ for enhancing the capability of dealing with the disasters and risk.

The book including two part: the one is general report, the other is special report.

One of the general reports is the relevant trend analysis and forecast of Chinese public security and emergency management, which demonstrates China emergency management theoretical and practical development at present. The other one is integrated assessment of China’s large urban emergency management capability, which in terms of precaution, response to disasters at middle term and recovery after the disasters, it estimates emergency management level of Beijing, Shanghai and other big cities from 2012 to 2014. The report is a key role to construct the emergency management system of emergency management of big urban cities. Furthermore, it is significant for government to instruct cities emergency management work, find problems, identity redirection of reform.

Fourteenth special reports are divided to four different parts: natural disaster, social risks, public sanitation, productive crisis. From these part, the report introduces the latest research and investigations respectively in our country: building flood disaster emergency imitation system under the age of big data, strengthening the leadership and improve the efficient of social mobilization, moreover learning the experience from Taiwan disaster prevention and mitigation plan. According to more and more serious traffic congestion problem, it comes up with the advice about building three-dimensional supervision mechanism, and probe the new system of the frame of emergency platform design. As for food safety concerned by the public, it analysis supervisor phenomenon about genetically modified food at present and put forward to some strategies coping with food safety events. Final chapter includes social security accidents which focus on judging the risk and other potential factors in crowded public places, in addition, do researches about the origin and development of types of mass incident.

THE REPORT OF CHINA’S EMERGENCY MANAGEMENT (2016) is cooperatively wrote by experts and scholars from universities, scientific institution and corporate. This is the latest scientific research results in emergency management region. It is beneficial for the 13th Five-Year Plan work to perfect national emergency management system.
