The Blue Book of International Drug Control is hosted and compiled by the International Center for Drug Policy Studies at Shanghai University. It is the only annual series of research reports in China that focuses on global drug issues，tracks the latest trends in drug control，and serves the national drug control work.

According to statistics from the World Drug Report 2022，published by the United Nations Office on Drugs and Crime（UNODC），the number of opioid users has surpassed the number of synthetic drug users，second only to the number of cannabis users（209 million）. The opioid crisis is not only having a significant impact on North America，Africa，and the Middle East but also spreading to many regions of the world. It is no longer just a problem for some countries or regions，but rather an “international issue” and a “global problem”.
