The report of the 20th National Congress of the Communist Party of China (CPC) pointed out that “the central task is that unite and lead people of all ethnic groups to build a great modern socialist country and realize the second centenary goal, comprehensively promoting the great rejuvenation of the Chinese nation with Chinese-style modernization.” Urbanization is the only way to modernization, and Chinese characteristics urbanization is highly consistent with Chinese modernization. The modernization of small and medium-sized cities is an important starting point for the realization of Chinese-style modernization. This report is based on the intension and characteristics of Chinese-style modernization to summarize the current status of small and medium-sized cities and the opportunities and challenges in development. At present, there are not era opportunities about rapidly promoting Chinese-style modernization, accelerated development of urban agglomerations in metropolitan areas building, digital economy development with the ascendant trend, also serious challenges are impact of economic downward pressure intensifying, obvious regional disparities and so on. Because of those, the report proposes practical strategies and decision-making reference for promoting the small and medium-sized cities and Chinese-style modernization, which are accelerating digital transformation and enhance advantages, promoting new urbanization building and development of urban and rural integration and making a difference in small and medium-sized cities to fully expand domestic demand.
