Focusing on prominent issues in national and Internet governance，this annual report uses qualitative and empirical analysis and other methods to review important practical issues such as artificial intelligence governance，Internet content governance，information privacy，and international Internet governance under the background of Chinese modernization construction. It explores the realistic challenges，development characteristics，and governance logic of network governance in the era of big data to try to promote the construction and improvement of modern communication systems.

This book uses a large number of survey data and practical cases to focus on important issues in Internet governance，and analyzes the era process of China’s Internet and national governance modernization from an interdisciplinary perspective，providing readers with a theoretical hologram of digital governance. The book not only makes an annual analysis of the actual process of Internet governance in China but also provides theoretical support for promoting the construction of the omni-media communication system and the improvement of the comprehensive internet governance system.

The Annual Report on Internet and National Governance（2023）consists of 20 articles in six parts：general report，special report，content governance，information privacy，governance cases，and international governance. In combination with the latest challenges of network governance practices，the report analyzes China’s Internet governance at multiple levels，including artificial intelligence，content，information，and ecology. Based on the background of the continuous promotion of the construction of China’s digital content governance system，the general report summarizes the basic characteristics of China’s Internet development in 2022 from the aspects of the change of Internet spatial structure，the popularization and application of mobile Internet，and the development trend in the field of short video and live broadcasting. The sub-report makes a problem-oriented theoretical analysis of cyber governance practices from the dimensions of artificial intelligence product specification，network content governance，information privacy protection，and digital community governance，which is generally conducive to improving the comprehensive internet governance system and promoting the Chinese path to modernization.
