AbstractIn 2022,the world witnessed frequent and multiple extreme weather and climate events in the context of global warming,with increasing exposure,concentration and vulnerability of various disaster-bearing entities. It is also a process accompanied by intensifying systemic disaster risks of greater complexity. In the meantime,the pandemic of COVID-19 is raging globally and risks such as the Russia-Ukraine conflict have severely impacted the world’s political and economic landscape. Consequently,the world is experiencing an accelerated pace of revolution with changes unseen in a century and aggravating global challenges. Human society has entered a new era characterized by turbulence and transition. China’s development has also entered a phase marked by strategic opportunities and parallel risks and challenges,with growing uncertainty and unpredictability. In summary,China’s risk governance over the past year has demonstrated the following five major trends.
