The National Guidelines for Educational Reform and Development Program was promulgated in 2010, and it sets the guidelines and goals for promoting the development of the educational undertakings on a scientifically sound basis and contributes to the building of a nation with strong human resources. Centering on educational reform and development in the future, a number of national policies and documents have been formulated and released in close succession. Public policies on education are being continually adjusted and improved, so as to promote educational equity and balanced development of compulsory education and enhance its quality. At the same time, a lot of problems and issues related to early childhood education, the college entrance examinations system, the academic environment have been accumulated and in a process of fermentation, tending to become serious social problems. This situation accentuates the urgency of speeding up changes in relevant institutions and mechanisms.
