The development of China’s civil organizations has slowed down in recent years and the growth rate has reduced to the lowest of the decade. The employees of the civil organizations receive the lowest salary in the industry, which reflects that the social construction is lagging far behind the economic development and the civil organizations are faced with many systematic obstacles and restrictions. Over one year, there have been hot spots in the field which help promote the development of civil organizations, including the increase of the government purchase of services, the focus on the legislation governing charity, charity dinner and etc. On the other hand, some events such as One Foundation Incidence and so on, have led to the discussions and reflections on the charity system. From the analysis of the current internal and external environments in which the civil organizations grow, the civil organizations providing social services, the community civil organizations, and private foundations will achieve faster development. To further the healthy development of the civil organizations, it is necessary to clarify the boundary between the government and charity, establish the comprehensive supporting system including the purchases of services, fund allowance etc., improve the overall coordination of policies, and improve the supporting systematic measures.
