Annual Report on China’s Education(2012) discusses the significant progress which governments at all levels have made in the following fields: placing higher priority on developing education, promoting justice in educational access, achieving more balanced development in compulsory education, and reform of preschool education; and thereby the relationship between the supply of and demand for education continues improving. At the same time, public participation in educational reform, selfdirected explorations initiated by grassroots level entities have become more frequent. New progress can also be seen in the following fields: the government taking more active steps to respond to social demand, and benign interaction between government and the general public in educational governance.
