This is a follow-up report on the implementation of the national strategy of Building an Innovation-Oriented Country put forward by the Chinese government in 2005. It tracks the progress of innovatory reformation in commercial and administrative laws and regulations, institutional systems and routines and the country’s guiding theories. Based on first-hand survey results, the author reveals some restraint and problems in the country’s road of innovation that need immediate remedy and proposes some constructive suggestions in helping in China toward its goal.
