A full understanding of political participation among Chinese citizens requires large-scale surveys on different forms of public participation in different areas of politics, including election, policy-making, self-legislation and contact participation. This book reports findings about the state of public participation in policy-making in China on the basis of a questionnaire survey conducted in 2011.
“Policy Participation among Chinese Citizen”, a nation-wide survey, was carried out in the second half of 2011 and jointly conducted by the Institute of Political Science and the Survey and Data Centre, both of the Chinese Academy of Social Sciences (CASS). The survey reveals that the facts about citizen participation in policy-making in China leave much to be desired. Respondents scored poorly in general, but particularly in actual policy participation. From citizens’ subjective point of view, both their willingness toward and effectiveness in participation get moderate scores, a bit higher than their degree of satisfaction. The data also shed light on the relation between the condition as seen from the objective point of view on one hand and the subjective on the other.
