At the present time, the world is going through great and complicated changes and reform. At a new starting point in our reform endeavor, China urgently needs to change its development model from one that is based on wasteful and low-cost production to one that is more resource efficient and can generate endogenous growth. The change, in essence, is transition from the traditional to a new kind of industrialization. Building such a society is not only the direction for and the goal of the transition, it is also the area where the most aggressive effort should be applied. Accordingly, the theme for this volume is the construction and the innovative improvement of a resource efficient and environmentally-friendly society.
