The publication of "the Twelfth Five-Year Plan on National Basic Public Service System" marks the acceleration of constructing basic public service. Evaluating city's ability of basic public service is a key link in implementing this plan. Evaluation of China City's Basic Public Service Ability, 2011-2012, using optimized evaluation index system, evaluated and studied the ability of basic public service in 38 major cities and issued the ranking lists and results of satisfaction of these cities from nine aspects, —Basic Medical Care And Public Health, Housing Security, Public Transportation, Public Safety, Social Security And Employment, Basic Education, Environmental Protection, Culture and Sports, Public Service, —by analyzing 25115 questionnaires.

This report studied and created a series of indices, such as the index of GDP leveraging satisfaction of basic public service, the rising index of city's satisfaction of basic public service and the development index of satisfaction of the basic public service factors, and then evaluated city's basic public service using these indices. On this basis, this report also evaluates in depth 9 social core problems— Traffic Jam, the Difficulty in Taking a Taxi, Feeling of Safety, Food Security, Housing Prices Control, the Difficulty in Entering School, the Difficulty in Seeing a Doctor, Air Quality, Support to Small and Micro-sized Enterprises — which are most concerned about by the masses, and issues ranking lists.

At last, this report have detailed analysis include Shanghai, Xiamen, Tianjin, the cities have excellent performance in the evaluation of cities ability of basic public service investigation (2011-2012) from the angle of development index, leveraged index and ascension index. It provides a lead and a building blueprint for the construction of basic public services of other cities, with the hopes of in-depth studying and summarizing of experience.
