Blue Book of Asia-Pacific is a collective work of National Institute of International Strategy of Chinese Academy of Social Sciences. The China's surrounding environment experienced tremendous changes in 2012.The dispute over sovereignty of the Diaoyu islands mark the start of a special transitional phase. For china's relation with her neighbors, the Diaoyu dispute is not only related to Sino-Japanese relation, but it also involves China's relationship with the US, Claimant states, and other neighbouring countries.

In the special transitional phase, the China's surrounding environment will take on a series of new characteristics. Firstly, the great powers are adjusting their Asian strategies in order to respond to China's rise, so China's surrounding areas are becoming race field great powers. Secondly, following the great powers involvement in Asian affairs, the hedge strategy is becoming a trend for china's neighbouring countries. Thirdly, both small and large countries will be inclined to form an alliance. Fourthly, some claimant states will harm China's core interests with the aid of the outsiders. Lastly, Sino-Japanese relation needs to be reset.
