This report, by using the optimized evaluation index system and analyzing the results of 19843 questionnaires, evaluated and studied the basic public service capability in 38 major cities, and issued the ranking lists and results of satisfaction of these cities from nine aspects, which are Basic healthcare and Public Health, Housing guarantee, Public Transportation, Public Security, Social Security and Employment, Basic Education, Urban Environment, Culture and Sports, and Government Services. Moreover, a series of indices are applied to further study the degree of public satisfaction with basic public services in 38 major cities, including the index of GDP leveraging satisfaction of basic public services, the rising index of cities’ satisfaction of basic public service, and the development index of satisfaction of the basic public service elements. On this basis, according to the survey result, the report also evaluates in depth 13 core social problems which are most concerned about by the general public, that is, Traffic congestion, the Difficulty in getting Taxis, Unlicensed Cab, Feeling of Safety, Food safety, Information Leakage, Housing Price Control, Pension Service, Tap Water Quality, Air Quality, Public Products Price, Heating, Street Vendor Management. Related ranking lists are also issued. With the aim of providing examples and blueprints for the development of basic public services for other cities by researching and summarizing the experiences of the cities which have performed well on public services, this report analyzes in depth the practice of several specific cities which score high in the basic public service satisfaction survey. In addition, monographic studies of public service are newly added, to focus on some hot issues, such as the purchase of public service and municipal infrastructure construction.
