Blue book of Western Region of China is listed as the major landmark in philosophy and social science research in the period of ‘tenth five year-plan’ by Ministry of Education. The report is compiled by the experts and scholars, who consistently study the West’s development problems organized by the West’s economic development and research center, Northwest University, a base for humanities and social science research, the Ministry of Education. This report’s theme is ‘the western region’s structural adjustment and transformation’. It follows the effective path of development to structural adjustment and transformation in the western region by analyzing economy, society, science and education, legal construction and ecologic environment in the West.
