On the basis of thousands of random samples and research studies, this report presents an objective analysis of social situations and issues of Heilongjiang in 2014 from the perspective of sociology, such as people’s livelihood, employment, housing, education, health care, social security, population development, ecological environment, and so forth. It also provides a subjective evaluation of the social development, government performance, social trust and social mentality of Heilongjiang in 2014 from views of different groups. In the meantime, the report offers in-depth analysis on social concerns about how to improve the social environment of Heilongjiang, reduce the pension burden of urban workers, assist the reemployment of laid-off workers from state-owned forestry after the full coverage of stopping logging, activate the social organizations in communities, solve the problem of urbanization of rural migration, conduct the reform of pilot project of dispatched agencies of discipline inspection, strengthen the work of the poverty alleviation program for the rural disabled, promote women’s development, and so forth. Based on the above concerns, the social development in 2015 is forecasted and countermeasures are proposed in this report. The report is a review of social development in 2014, and a forecast of social development in 2015.

 According to this report, in 2014, the social construction of Heilongjiang proceeded under central government’s guidance of “sticking to the basic principles, highlighting the important issues, improving the institutional system, and leading the public opinions” and with the principles of “making the best efforts within one’s ability”. The social construction of Heilongjiang emphasized “ten focused livelihood programs” and 34 cases relating to people’s livelihood. Through the efforts of Heilongjiang’s government, the citizens will benefit from the outcome of social construction. Seven major concerns of Heilongjiang’s social development in 2014 are highlighted in this report. First, in the three phases of China’s economy, of which features are changed economic growth, difficult adjustment to economic structure, and implementation of the previous positive economic policies, Heilongjiang’s economy faced great challenges, but the economic growth was on the rebound. Second, the plan of constructing medical centers in each district had been outlined, and public hospital reform has started in a proper time. Third, the social pension model, “Long Jiang model” is innovated, and the movement towards standardized pension service was accelerating. Fourth, stricter management on food and drug safety has been carried out, and the cooperative governance between the government and the public began to show its effect. Fifth, online administrative approvals were implemented, and the achievement of simplifying the procedures of administrative approvals was unprecedented. Sixth, the remarkable achievement of ecology attributed to forest wetland, of which total value ranked the first in China. Seventh, a sound atmosphere of social opinions was created, and the growth of social trust index was evidently rising. Major social problems in Heilongjiang emerged in 2014. The society was developed in poor social environment, and the reform of institutional and administrative system was urgently needed. The unemployment in resource-based cities reemerged, and to realize reemployment faced great difficulties. Urban resident incomes growth rate ranked third from the bottom, and there is a great pressure to increase rural resident income. Public opinions diversified among different classes and the government’s priority was to stick to the basic line. Therefore, four suggestions about Heilongjiang’s social development are proposed in this report, including deepening reform of administrative approvals system, and audaciously removing obstacles in social development; emphasizing employment security of resource-based cities, striving for the reform cost reimbursement; solving the problem of increasing urban and rural resident income, and accelerating the process of narrowing down the nationwide income gaps; grasping the trends of public opinions, and improving policies on social fairness.

This report consists of 5 sections with 26 research reports, including general report, social survey, social development, social issues,and social governance.

Section of social survey consists of 5 reports. Based on thousands of surveys, the assessment and evaluation of social development and government performance in 2014 were made by the public, scholars, and cadres of party and government who expressed their great expectation of a new social development in 2015. The social trust and mentality are also studied in this section.

Social development consists of 9 reports. This section studies people’s livelihood, employment, education, housing, health care, social security, population development, ecological environment, scientific and technical innovation, and so forth.

Section of social issues consists of 5 reports, including great concerns about improving mini, small and medium-sized enterprises’ development, reducing the pension burden of urban workers, assisting the reemployment of laid-off workers from state-owned forestry after the full coverage of stopping logging, strengthening the work of the poverty alleviation program for the rural disabled, and promoting women’s development.

Social governance consists of 6 reports. This section mainly discusses the issues of the emergence and activity of social organization in communities, plight of and countermeasures towards urbanization of rural migration, the reform of pilot project of dispatched agencies of discipline inspection, the construction of the volunteer service system, and so forth.
