2 Realization Way and the Plight of Community Democratic Autonomy【Yu Xianyang】/014
Abstract: The paper summarizes all regions of the country’s democratic autonomy mode. Based on the investigation and interview database of Ying Xin 5th village in Mentougou district of Shimen, it puts forward some ways to realize the democratic autonomous city community, analyzes the dilemma and causes of current democratic autonomy community of our country, to provide the reference and the basis of different types of the community with regional characteristics in China.

3 Social Conditions and Public Opinion Research: Taking the Old City Zone of Guangzhou

Abstract: By investigating the old city zone of Guangzhou Yuexiu District, results of data analysis about social basic information, residents satisfaction, residents social demand and gratification show that there appear some new problems in the cause of people’s livelihood, social order, social services and management, and so on. When the quality of the residents life gradually improve, the cause of people’s livelihood, social undertakings and public service are becoming more and more difficult to meet the new demand, which leads to “growing pains” phenomenon growth. The social order is also facing new challenges and difficult to meet the new needs of the society, which leads to “development dilemma” phenomenon growth. So, in the social development process, when the residents demand is continuously updated and improved, and the social psychology and interpersonal relationship are developing and changing, only through innovating social governance system and enhancing the ability of social governance continuously can it meet the requirements of the social practice development.

4 The Characteristics and Governance Model of Transitional Community: Taking Yujiayuan

Abstract: Transitional community is a special phenomenon in the process of urbanization in China, and is also a new type of urban community.The reason why it appears is the rapid expansion outward of the metropolitan,such as a lot of dynamic phenomenon in the new population relocation and village merger aggregation.In this paper, through the investigation of the Yujiayuan community,it is founded that the space distribution of transitional communities are more concentrated in the suburbs, and social communication presents the two circles,namely locals and outsiders.The residents’ lifestyle still retains the characteristics of rural work and rest. In addition, transformal communities also face many challenges. For example, the old and the new management system and lack of social organizations. To solve these problems, Yujiayuan community has taken some effective measures, in particular to the community governance system, double track system of community organization reengineering and control population through the market mechanism.

Abstract: in recent years, insisting on combing construction of new rural areas with promotion of urbanization development in a balanced way, Henan Province has been actively seeking the development pattern that fits its new rural construction by focusing on construction of new rural communities. In this paper, on the basis of field survey, analyzes and studies the current situation and achievement of and serious problems existing in construction of new rural communities in Henan, summarizes the inspiration in the construction and puts forward some countermeasures and suggestions based on the inspiration.

Abstract: The increasing in opening and internationalization of Chinese cities make metropolises like Beijing have more and more international foreigners and the communities which foreigners and Chinese are living together. In mix communities people defer each other in language, culture, customs and habits, and life styles etc which inevitably cause conflicts. And they greatly influence the relevant cities’ social order and harmony. Moreover governors should spare more efforts to create communicative channels to facilitate their mutual understanding, accepting and harmonious.

7 The Process and Outlook of Jieju Regime Reformation【Jiao Ruoshui, An Qi】/094
Abstract: The structure of Chinese urban basic-level management system is experiencing historical reformation. Subdistrict offices in the cities of Guiyang,Tongling,Daqing and Liaoyuan were revoked,while managers of community in Beijing,Huaihai street(Nanjing),Fushanhou community(Qingdao) and Weifang street(Shanghai) attempted to make governments administrate residents’ committees directly. This article made preliminary conclusion about status, challenges, problems, and prospects of these basic-level management system reforming experiments, exploring the comprehensive frameworks the transitions left, probing flows and disadvantages, and also, provide corresponding countermeasures and suggestions.

Abstract: Since the end of 80’s in 20th centuries, the public service lead to more and more criticism which provided by whether government or unit organizations. It becomes realistic basis of worldwide government to implement neoliberal policy to provide high quality social services through the market. It is mainly due to the increasing differentiation between rich and poor by globalization. Community non-profit nonprofit organization with the characteristic of both public and private enterprise, which provides services for the residents, has won wide recognition and attention to low-income groups. Though the community non-profit organizations has been growing in the level of Chinese social practice in recent years, its autonomy, independence and accountability have been more and more questioned and discussed. 10 On Community-based Elder Care and its Prospect in Beijing【Huang Sinie, Wang Xiaolong】/130
Abstract: It is of great importance to develop community-based elderly care in Beijing. The elderly population has exceeded 20% of the total population in Beijing, which brings about huge demand of elderly care services. Home-based and community-based elderly care are the preferred means of care by most elderly. In recent years, there have been progresses in the provision of community-based and home-based elderly care services. However a comprehensive and well-functioned service system is yet to be established. Institutions that provide community-based elderly care services, such as residents’ communities and community health service centers, are not performing their functions to a satisfactory degree. As for the future, the development of community-based elderly care services should be the key to the establishment and improvement of Beijing’s elderly care system. Beijing government should encourage and support community-based elderly care institutions, strengthen the part played by community health service centers in elderly care service provision, allow non-government forces to take part in community-based elderly care provision and improve the training of specialized elderly-care workers. By these means the care need of the elderly will be better met.
