Abstract: Based on the analysis of the economy of China and the development process，current situation and existing problem of CBD,this article points out the profound change of international and domestic environment. Under this circumstances, developing service economy and creating double engines of “China Manufacture” and “China service” is the important direction of economic restructuring and great promotion of the international competitiveness. As the important carrier of modern service industry, CBD should be the engine in promoting economic restructuring of China. In the future, CBD in China should closely focus on the need of transformation and upgrading of national industrial structure, vigorously develop headquarters economy and build the two-way platform of going out as well as bringing in. Secondly, we should pay more attention to the openness and innovative development of service industry, and cultivate the international and legal business environment with features of equal and transparent, competitive and orderly as well as serve efficiently. At last, construct a multi-level, inside and outside connected and organic interactive CBD network system to support the national development strategy of city group, and strive to create new engine for strategic transformation of national economy developing in a high-end, service-oriented, intensive and low-carbon way.

3　The Present Situation and Trend of the Development of CBD Industry in China【Zhang Jie】／071
Abstract: CBD is the main carrier of the development of high-end service industry, such as business service, finance and commerce, which is under the agglomeration and leading of the corporate headquarters. According to the different scale and radiating ability of industrial development, the CBDs in China can be divided into four different classes, including international, national, district and regional CBDs. At the same time, the industry development of China’s CBDs show some features, such as rapid agglomeration of corporate headquarters, high-end development of modern service industry, significant contribution from building economy. However, there are some problems in the current industrial development of the China’s CBDs, such as the economic structure need to be optimized and upgraded, the structurally shortage of the human resources, the too large planning and construction area hindering industrial agglomeration, the backward management mode resulting in vicious competition. Along with the gradually scientific management in China’s CBDs, modern service industry will face a further agglomeration in the CBD and promote quickly in the future. Moreover, the industry development of Chinese CBD will show the characteristics of industry diversification, integration, high-end, agglomeration and so on.

Abstract: This paper summarizes the basic characteristics of international city CBD public environment，analyzes the existing problems of CBD public environment in mainland China.Combined with six CBD cases of Guangzhou Pearl River New Town，Shenzhen Futian，Shanghai Lujiazui，Beijing CBD，Beijing Financial Street and Xi’an Chang’an Road business district，respectively proposes the success and existing problems of public environment construction.

Abstract: Talents are the source of vitality for the Central Business District (CBD).Given that talents are the most critical resources to the CBD’s innovation and its economic development，this chapter focuses on analysis the successful experiences and effective practices in attracting the high-end talents in the case of Manhattan，Shinjuku,Hong Kong and some other world-wide top CBDs.This chapter creatively classifies the talent resource into three types: leading，support and management coordination，by taking Beijing CBD as an example.A large number of data were analyzed to figure out the factors influencing the CBD talent aggregation，as well as ranks the importance of these factors according to three aspects — the industry environment，social environment and talent environment.In the end of this chapter,some specific measures and policies are presented to perform a certain guiding significance in the talent resource development of Chinese CBDs.
