Collaborative innovation is the key and fundamental engine to break the bottleneck of Beijing-Tianjin-Hebei and to promote the coordinated regional development.This book,of which theme is collaborative Innovation,analyzes the macro background,realistic foundation,main restriction,collaborative innovation,innovation goals and implementation path of Beijing-tianjin-hebei collaborative innovation,discusses some key areas such as transportation,industry,science and technology,ecology,public service,urban layout and system mechanism of collaborative innovation,and put forward to promote the regional coordinated development,driving power and system guarantee.

This book consists of general report,sub-reports,special topic reports and appendices,amounting 14 research reports.The main contributions and viewpoints are as follows:

General report focuses on the macroscopic background,theoretical basis,realistic foundation,main problems,innovation goals and strategic focus of the Beijing-Tianjin-Hebei collaborative innovation.Firstly,the general report analyzes the macroscopic background of the Beijing-Tianjin-Hebei collaborative innovation from world,China and regional aspects.Looking all around the world,collaborative innovation and building a community of innovation have become a national core competitiveness of the new organization mode and important way throughout the world.Reviewing domestic situation,innovation driving has been the inevitable choice that China transits from a manufacturing nation to a innovative power.Focusing on Beijing-Tianjin-Hebei collaborative innovation has been the key and the engine to crack development bottleneck and to promote the regional coordinated development.Secondly,it creatively constructs the regional innovation system which includes micro,meso and macro level.The report points that regional collaborative innovation of which purpose is realizing regional coordinated development is a process that forms a new pattern of regional development by breaking through barriers of development,pushing forward the “new combination” of the elements and the structure and releasing economic potential.Collaborative innovation and collaborative development whose relationship are means and purposes,between which interact with each other,promote the whole spiral of economic and social system evolution.The essence of micro level of collaborative innovation is optimizing allocation and improving efficiency.Opening markets (internal and external) and breaking the artificial barriers which influences factor mobility and promoting elements such as information,capital,land,labor and technology flow fulfills the optimal allocation of resources and the maximization of resource utilization efficiency.The nature of meso level of collaborative innovation is structure optimization and harmonious coexistence.Making up the short board facilitates the layout such as population,industry,urban,transportation,public services,ecological optimization under the premise of complementary advantages and clear function division of each subject in the area,form a pattern of harmonious coexistence and interacted development.The essential feature of macro level of collaborative innovation is system optimization and potential release.smoothing the path of the micro,meso level of collaborative innovation through the innovation of idea,model,mechanism,system and policy,escort and realize the coordinated development of regional and win-win cooperation.Thirdly,the report makes the basic judgment on the basis and status of Beijing-Tianjin-Hebei collaborative innovation.Main features of collaborative innovation base and the status the are: historical origin is permanent and economic integration is deep; Transport has taken initial shape but lacking of integration; Industrial gradient is obvious but link integration is not enough; Science and technology cooperation has strengthened but coordination ability is not strong; Ecological construction has reinforced but being short of co-construction and sharing mechanism; the standard of public service has raised but inequality of public resource allocation.Lastly,it is proposes the goal of collaborative innovation,focus,realization and system security.Industrial collaborative innovation creates the world-class urban agglomeration which has the strongest national innovation ability; Through the collaborative innovation of traffic system builds a quick and easy,efficient and safe modern comprehensive transportation system; collaborative innovation of ecological system constructs ecological livable home and beautiful environment; collaborative innovation of urban system promotes the optimization layout of town and orderly transfer of population; layout optimization of public service and social policy drives the equal basic public services; system,mechanism and pattern innovation provides institutional guarantee for collaborative innovation of region.

Sub-reports study regional key areas of Beijing-Tianjin-Hebei such as transportation,industry,science,technology,ecology,public service,systems and mechanisms respectively.Firstly,the regional collaborative innovation theory which includes meaning,function,boundary,objectives,methods,resistance,mechanism,condition and environment is researched.“three links” and“four synergy” should be firmly grasped in order to promote collaborative innovation,namely finding restricted condition,searching potential benefits and cooperation space,and innovation of integration; the synergy between innovation in theory and practice,between grassroots community discovery and top-level design,between high-level coordination and local government action,and between government and market should be promoted.Secondly,traffic collaborative innovation is studied.Though empirical research,main problems need to breakthrough are that the support of rail transit for regional integration is insufficient; the structure of regional transportation is unreasonable and development is unbalanced; the efficiency of transport organization has yet to be improved.Based on the above,report suggests that unified and efficient management policies should be established; the city and intercity rail transit construction should be accelerated; regional airport resources integrated; the collaboration between the airport and other countermeasures should be strengthened.Thirdly,the collaborative innovation of ecological construction is discussed.According to the city circle,river basin upstream and downstream,and strategy of development priority zones,dominated zones which are inclusive of water function areas,of ecological corridors and center city,of traffic spindle and economic zone,of the port city and coastal economic belt,and of marine ecological economy are overall arranged.Through institutional innovation mechanism such as pilot fiscal horizontal transfer payment,setting up financial and development fund in the capital circle,building ecological compensation mechanism,ecological emigration,and ecological industry,the goals of livable and appropriate environment and sustainable development are fulfilled.Fourthly,the cooperative innovation of science and technology is researched.Based on the theory of regional innovation system,aiming at the prominent feature of science and technology resources which are intensive and unequal distribution,the report proposes that the direction of the cooperative innovation of science and technology is screen of industry to joint and deploy,construction of regional industry cooperative innovation community and formation of international competitive new growth pole.Fifthly,the collaborative innovation of regional industry is investigated.The industry collaborative innovation carrier,key industries,and the path of industrial collaborative innovation of “advantage,groups,group chain,netting system” is discussed and searched by the construction of industry collaborative innovation ecosystem models,the comparative analysis of regional industry innovation elements and environment,and evaluation of industrial collaborative innovation ability,which applies the Data Envelopment Analysis method.Sixthly,the collaborative innovation of public service is studied.The report builds the evaluation index system of public service and analyzes the development status of the regional public service,and then points out problems that are the serious existence of unequal regional public service,the imbalance of total amount of supply and demand and structure,and low level integration.Besides,institutional and non-institutional level constraints influence equal public services and the integration are analyzed from the aspect of supply and demand,and the promotion of countermeasures and equalization of public service though system and policy innovation is suggested.Lastly,collaborative innovation of system and mechanism is explored.The report finds that the financial system that serving meals to different diners from different pots leads to the lack of interest belt in regional coordinated development; The achievement appraisal system which ignores difference and functional positioning results in disorderly competition; The environment of strong government and weak market and the lack of social organization development bring about being short of energy and power of regional synergy; Defective coordination mechanisms and special regional features inherently generate the weak quality of regional synergy; According to those four problems above,the focus and the path of collaborative innovation are studied from three aspects which are system,mechanism and pattern.

Special topic reports study respectively the collaborative innovation of the population regulation mode,of capital functional dispersal and urban layout,of the border,of the manufacturing,and of the collaborative development model.The innovation contribution are mainly embodied in below respects. Firstly,the innovation of population regulation modes are studied.Regional megacities,Beijing and Tianjin,of which population is large,should be on the road of healthy urbanization,should make every effort to promote equal public services,should transform the mode of economic development,should optimize resources and industries on the space distribution pattern,and should improve the resource allocation mechanism in the urbanization.The innovation of functional dispersal in capital area and urban layout are researched.Secondly,using location quotient,concentration coefficient and clustering analysis,the report analyzes the industry agglomeration,industry distribution and variation of districts and counties in Beijing,concludes that the whole spatial pattern of capital city function dose not present the structure of organized development but rather dividing into political and financial business district,information science and technology innovation zone,industrial development zone,ecological agricultural extension area,and transportation and warehousing area,and proposes some suggestions of function dispersal for those five different areas with different function.Thirdly,the collaborative innovation of the border of Beijing-Tianjin-Hebei is discussed.The prominent problem existing in the border region is the gap between both sides of the regional economic development is huge,which forms the poverty belt around Beijing and Tianjin,therefore,the promotion of regional economic development of Hebei and the coordinated development of Beijing-Tianjin-Hebei depends on the cooperation of major projects,the active undertaking of industry and function dispersal from Beijing and Tianjin,the collaborative protection of ecosystem and environment and policy innovation.The Second Capital Airport Economic Zone,the border on the Beijing-Tianjin corridor and ecological civilization construction,the coordinated development and policy innovation cooperation compensation provides a good reference for other border region development.Fourthly,the collaborative innovation of manufacturing is explored.From three steps of manufacturing,which are research and development,processing and manufacturing,marketing and services,the report analyzes the current situation and problems of the coordinated development of manufacturing industry,and sets up the model of manufacturing collaborative innovation; from the aspect of production factors which include human resources natural infrastructure,economic capital and science and technology resources,the evaluation model of collaborative innovation is established,the coordinated development mechanism of manufacturing is analyzed and promote the suggestions on coordinated development of manufacturing integration are offered.Lastly,the innovation of collaborative development mode is investigated.based on case studies of the relocation of Shougang Group and Lingyun Company,and of the cooperation of high-tech industrial park in Zhongguancun.The report finds some problems that the lag of regional coordinated development plan,the weakness of infrastructure construction,the imbalance of regional development,the insufficiency of Beijing and Tianjin cooperation,the lack of industry organization development and the vulnerability of ecological environmental protection,and submits some suggestions according to above.

To tie in with the book,the appendix provides readers with the number of spatial data associated with the coordinated development and collaborative innovation.These data and charts have great important reference value for those theory workers and the staff of local government decision-making departments who continuous concerns about and study the Beijing-Tianjin-Hebei urban agglomeration.The first part of the appendix is about the background of regional development,which have 11 figures,and primary for the background reference in understanding the distribution of collaborative innovation; the Appendix of the second part briefly depicts the spatial pattern of urban development,which have 3 pictures,and reflects the background of urban development in Beijing-Tianjin-Hebei region; the third part of the appendix is data related to collaborative innovation ,which includes 7 pictures and 1 table.

This book is a result of the joint effort of authors from Beijing,Tianjin and Hebei.The authors are experts and scholars who are mainly from Capital University of Economics and Business,Renmin University of China,Central University of Finance and Economics,Beijing Normal University,Beijing University of Technology,Hebei University of Economics and Business,and Heibei University of Technology.It is the fruit of the wisdom of experts and scholars from Beijing,Tianjin and Hebei.

This book is the stage result for following projects: “Research on the Coordinated Development in Beijing-Tianjin-Hebei Region—Advancing Strategic Focuses” which is supported by Beijing Social Science Foundation(Project No.14ZDA23)and “ Research on City Functional Dispersal of Beijing and Urban System research in the Capital Circle” which is sponsored by Beijing Philosophy and Social Science( Project No.13JDFXC007).It is also funded by Beijing Municipal Education Commission Base- the Technology Innovation Platform- Capital Circle Research Center(Project No.PXM2015_014205_000126)and Beijing Economic and Social Development Policy Research Base.
