Abstract: Healthy City, as a new city development concept put forward by World Health Organization, includes various aspects of city disease management. The basic principle is based on the people’s health as the core, adhering to government-led, mobilizing the whole society to participate in and promoting sustainable development. The main task is to create a healthy environment, build a healthy society, optimize health services and foster healthy people, closely linked to various aspects of social management and public service. Through exploration, pilot, construction and development stages, Healthy city construction in Beijing has ushered in the period of strategic opportunities. For the issues such as low level of harmony, un-strong united resultant force and lack of detailed measures and other issues in the development, the indicators suggest Beijing to strengthen the planning to implement the change, establish and perfect the high-level organization coordination mechanism, give full play to the promoting function between social organizations and international cooperation.

2 Research on Increase of Proportion of Wetland Area in Beijing【Sheng Jihong, Zhang Wen】/026
Abstract: It is of great importance to protect the ecological environment in Beijing, while the continuous shrinkage of wetland area cause concerns. In order to reverse the trend, the research group surveyed the current situation of wetlands in Beijing and tried to locate management deficiencies through field visited to main wetlands surrounding the urban area of the capital city and interviewed with relevant administrative authorities. Upon such solid foundation, the research group analyzed the factors behind the shrinkage and drew on lessons and experiences both at home and abroad, which led to a series of feasible suggestions regarding improvement of management, technological support and development guidelines so as to facilitate the gradual restoration, expansion and increase of proportion of wetland area in Beijing.

3 The Water Resource Protection and Ecological Construction of Chaohe River Basin of Miyun

Abstract: Based on field surveys and interviews, this paper analyzes that although it makes great and effective progress on water resource protection and ecological construction of Chaohe River Basin , it still faced many problems caused by water pollution, fragile ecological environment, subjective cognition & economic development gap and inharmonious inter-regional coordination between Beijing and Chengde. Some measures, such as strategic layout, building sharing model, risk evaluation and policy synergism, should be taken to achieve scientific and sustainable development on Chaohe River Basin ecological protection and economic construction.

4 An Investigation on the Effect of Comprehensive Improvement on Old Residential Areas

Abstract: As the municipal project, the governments at all levels are carrying out the comprehensive renovation of the old residential areas, aiming at upgrading the urban environment and building up a healthy city. In order to evaluate the effectiveness of this project, the NBS Survey Office in Beijing and the Beijing Municipal Bureau of Statistics conducted an investigation, the result of which showing that more than a half of the old residential areas have been renovated and nearly 90% of the respondents are satisfied with the project in general, whereas there are still aspects to be improved with regard to designing, renovating process and maintenance.

Abstract: Beijing city residents to participate in community construction is still in the primary stage, showing the participation rate is not high, the degree of participation is not deep; the participation group is not balanced, the participation form is single; subjective desire is stronger than practical action; passive participation is more than active participation. The realization of the modernization of the grassroots governance, it is necessary to further increase the mobilization efforts to the residents, to give play a key role of social organization and social work team, and constantly improve the breadth and depth of the residents to participate in community, and fully mobilize the residents to build a harmonious home.

6 Research on the Psychological Adaptation of Rural Migrant Workers Integrated into the City

Abstract: This study selected sample of 500 rural migrant workers in Beijing families and empirically studies the psychological characteristics of migrant workers in the process of integrated into the city. Studies have found that migrant workers psychological characteristics in four aspects: The underlying psychology, The traveler psychology, the frontier psychology and the conservative psychology, psychological performance is poor. On this basis, the analysis of causes of poverty psychology, proposed remodeling rural migrant workers in social psychology by adjusting the social structure and reconstructing social action.

This paper analyzed the basic characteristics of bus lines in Beijing, summarized the achievement on the bus line optimization. And most of important, the paper analyzed deeply the problems of the bus lines in Beijing around the bus line levels, distributions, passing right guarantee and so on, and present some targeting suggestions.

Abstract: In recent years, the trend of aging population has become increasingly serious in Beijing, holding the characteristic of a large base, fast growth, aged disability and the increasing number of empty nesters. It has become a strategic issue of Beijing for its long-term development to deal with the issue of aging .This paper analysed the challenges of aging population to the economic and social development in Beijing. This paper also put forward plans of adjusting the development strategy and the work mentality, speeding up the development of pension services, improving the basic old-age security system, building the social endowment service system, so as to promote an coordinated development between ageing population and economy.

10 Analysis of Human Resource Problems and Reasons in Beijing Community Health

Abstract: This dissertation reviews the policies of human resource in Beijing comprehensive community health care reform since 2006. It analyzes constructions, human resource, continuing education, and performance appraisal of community health service centers. On this basis, this dissertation investigates staff satisfaction of community health service centers on human resource policies including compensation, continuing education, and performance appraisal. Interviews with operators and staff of community health service centers are made to analyze main aspects of human resource management in Beijing community health service centers including human resource planning and distribution, recruitment, training and development,compensation and welfare, performance appraisal, and employee motivation. Problems and reasons are explored. The relevant recommendations are presented.

11 Changing Analysis of Health Status and Risk Factors among Beijing Residents in 2009-2013

Abstract: Objectives: To analyze the changing of health status and risk factors among Beijing residents during 2009 to 2013, and contribute to health promotion strategy development as well as risk-factor intervention. Methods: Second-hand data collection and student questionnaire survey. Results: Beijing residents took the leading rank of health status in general in China. But healthy life expectancy at 18-year-old group was 40.17 years with a relatively high prevalence of hypertension, diabetes, and obesity. Among the Beijing residents, the level of daily intake of salt and cooking oil Beijing residents was higher than RDI, the smoking rate was over the average level of the nation, and only the regular physical activity rate was improved. Recommendation: To enhance health-related behavior intervention focused on the key and difficult points of risk factors.

12 Theoretical Study on the Culture of Traditional Chinese Medicine (TCM) to Suppress

Abstract: This paper aimed to research literature on the cultural characteristics of traditional chinese medicine classics and the different characteristics of the contemporary chronic disease, referring to the experiences home and abroad, mine the connotation of traditional chinese classic, summarize the clinical experience, investigate the culture of TCM to suppress the excessive growth of chronic disease in the theoretical and practical basis.The study found that the traditional chinese moral values and cultural ideas can effectively intervene the social, psychological factors of chronic disease, so as to achieve the effect of suppressing the excessive growth of the chronic disease of the city.The culture of TCM can promote social harmony and the individual health, suppress the excessive growth of chronic disease.

13 Latest New Development of Healthy Cities in Foreign Countries and its Implications for

Abstract: Meeting the health expectation is the basic requirement for modern city development. World Health Organization (WHO) has initiated the Healthy Cities Project (HCP) since the mid of 1980’s. This paper reviewed the latest new development of the Healthy Cities Project and introduced the practices in four foreign cities like Liverpool(UK), Toronto(Canada), Illawarra(Australia) and Seoul(Korea) Implications for China were also discussed in the paper, they are as follows : Sticking to the development vision of “Health in All Policies”; Actively improving social determinants of health; Prioritizing the equity issues of vulnerable groups; Government should play an initiating and leading role and inter-sector collaboration and community involvement is necessary for HCP; Implementing the feasible and practical interventions in HCP and evaluating timely.

Abstract: This paper analyzes the case of water ecology regional cooperation in Japan, Europe, America and other countries. They carried out in terms of water protection, water right trading and water pollution controlling. Based on the experience analysis, we proposed that Beijing may adopt five kinds of forms in regional cooperation, including policy compensation, financial compensation, project support, intelligence support, and the park co-construction. We considered that the government should pay more attention to six key tasks in water ecology regional cooperation. Such as law improvement, coordination mechanisms establishment, strengthen supervision and evaluation methods, information disclosure management, the right to know and funds security.

15 Research and Reflection on Australian Pension Situation【Joint-Task Team】/247
Abstract: In the years before the mid-1980s, Australia has adopted a welfare-oriented pension system which excluded most people. With the rapid growth of the elderly population, there has been the unfolding of the defects of this system such as narrow coverage, PAYG, limited financing channels and it has then become an unsustainable burden on the part of the government. The pension system reform was launched in the late 1980s and gradually evolved into a pension system that combined “the three pillars”: basic pension (i.e., social welfare payments), super annuity (i.e., pension) and personal savings. It has become one of the most successful system in the world, which has both addressed the government and its people’s worries about the future and the economy development. To learn from the experience of pension services development of foreign countries, Beijing Mingli Health Communication, Beijing Healthy City Construction Promotion Joint Task Force visited Australia for studying and training and made a summary of their pension condition, major methods, and achievements. The experience can be summed up in the following four aspects: firstly, the formation of laws and rules to improve a pension guarantee system; secondly, the innovation of old-age care ways to develop varied modes; thirdly, the regulation of industry standards to provided varied old-age care support; fourthly, the prominence to team building to cultivate qualified personnel. Australian experience in and method of old-age service will shed light on the development of old-age service in Beijing and even in China.

Annual Report on Healthy City Construction in Beijing(2015), hereinafter referred to as the Report, defines the concept of Healthy City Construction, which is taken as our subjects of study, on the basis of the opinion that the health is the essential to promote the all-round development of human beings presented by the political report at the 18th National Congress of CPC, as well as the general spirit that our country must do to fully start the construction of healthy city proposed by LIU Yandong, member of the political bureau of the CPC central committee, the vice premier of the State Council and the director of the National Patriotic Health Campaign Committee. The healthy city in this sense is a new urban development strategy relative to the western traditional production mode, is a healthy city construction with China’s socialist core values and Chinese characteristics, relying on the 1980’s healthy city concept put forward by the World Health Organization. The Report aims to make a kind of macro-discription and strategic research on construction and development status of Beijing healthy city construction, so as to provide scientific and rational basis on improving the level of Beijing healthy city construction, promoting the development of national healthy city, enhancing the top design of healthy city and the urban public management level and solving the urban disease problems effectively.
As the first blue book of healthy city construction, the Report’s research covers from historical explaining, concept and theory, category definition of healthy city to recent working experience and development status of Beijing healthy city construction.The Report has comprehensively and carefully summarized the achievements and experience of the healthy city construction in Beijing, from 2011 to 2014, as well as deeply analyzed the main problems, the existent disadvantages and the reasons to the problems, drawing lessons from foreign experience of urban governance in developed countries, performed scientific prediction, decision research and policy suggestions on Beijing healthy city development in future.
