Abstract: National cultural center is one of the central functions of Beijing as a capital city. As the national cultural center and innovation center for science and technology, Beijing manifests strong advantages in rank of index of cities in 2014: in the spheres of cultural competitiveness of image, science and technology, human capital and education, as well as cultural comprehensive index and cultural consumption, Beijing plays a leading role, which shows the momentum and competitiveness of Beijing’s cultural development in the country. Also in the aspect of comprehensive strength of city, cultural strength and construction of creative city, Beijing is in the front rank while slightly weaker than Shanghai. In the year 2014, Beijing ranks eighth in competitiveness of global cities compared with fourteenth in 2012, nonetheless, Beijing still has a long way to go to catch up with other global cities like New York, Tokyo, London and Paris. In the construction of livable city, Beijing ranks first in the listed eight Chinese cities while comes seventy-fourth in the global ranking, which suggests much work need to be done to construct the first-class livable city; in the aspect of public cultural service, Beijing is far behind the top three of Paris, London and Tokyo, also falls behind Shanghai and Hongkong slightly, especially in the terms of public service satisfaction. This report focuses on strengthening capital’s central function and promoting the construction of national cultural center, generalizes the situation and trends in cultural development of Beijing in 2014, analyzes Beijing’s cultural competitiveness in the country and worldwide, and puts forward suggestions of insisting on and strengthening the central function of the capital, planning the Thirteenth Five-year Plan of cultural development based on the current situation and development goal.

Abstract: In the year 2014, Beijing keeps speeding up the construction of national cultural center in several aspects: historic city and cultural heritage conservations are under steady progress, the renovation of historic urban area has made new advancement; efficiency of public cultural services has been promoted, new ways of purchasing public services are under exploration; top-level design of cultural & creative industry is unveiled, convergence of culture and finance has made great breakthrough; with the cultivation of the idea of cultural consumption, cultural consumption plays a great role in boosting the economy; foreign culture exchanges has been expanded, the construction of cultural trade base has made new progress. This report focuses on the achievements of Beijing’s cultural development and other essential parts, generalizes the above new progress and provides suggestions based on the analysis of cultural development.

Abstract: Cluster development is an important way of improving industrial competitiveness,cultural & creative industrial cluster district of Beijing plays an essential part in cluster development in Beijing’s cultural & creative industries. However, in the recent years, many industrial cluster districts have encountered development bottleneck, limited the volume of industrial parks and serious homogenization become more and more intense. Considering the background, Beijing puts forward the strategic plan of planning and constructing the functional zone of cultural & creative industries. This paper analyses the change of cultural & creative industries from industrial cluster districts to functional zones in Beijing from the perspectives of ideal, space, industrial connections and industrial subject, then advocates suggestions of constructing functional zones of cultural & creative industries from different angles.

5 A Report on the Development and Issue of Beijing Culture Legalization in 2014

Abstract: In 2014, the development of Beijing culture Legalization has been strengthened. From the perspective of the culture content management, punishing the violence of culture, regulating misleading culture information and controlling deviant behavior on internet have been reinforced the culture legalization in the process of building up the rule of law. The introduction of regulations on new technology development, the normalization of culture producer’s occupation ethic and the equalization of basic public culture service have been promoted the culture legalization from the perspective of fundamental management. At present, laws and regulations cannot cover the whole process of Beijing culture legalization, and the government and people’s cultural consciousness of the rule of law needs to be promoted. Constructing the government under the rule of law, perfecting legislation and perfecting the conviction standard are the way to further improve the Beijing culture legalization.

Especially around the balanced development of the compulsory education, Beijing Municipal Commission of Education(BMCE)push for a comprehensive reform of the compulsory education which be called building a Beijing education “new map”. The reform has made positive progress which includes building a more fair and standardized enrolment approach, expanding coverage of high quality educational resources and improving mechanisms for promoting the balanced development of compulsory education. The appearing of a fairer education “new map” not only provide favorable conditions for education development, but also requires further deepen reform.

Abstract: As important pillar industries, Beijing’s cultural and creative industries maintained steady and rapid growth in the “Twelve Five” period. While China’s economy has entered a “new normal” in the “Thirteen Five” period, Beijing’s cultural and creative industries have already begun to appear a series of new trends, such as growth slowdown, structural optimization, productivity improvement, consume increased, open wider. In order to achieve the goal which is more efficient, high-quality and sustainable development in “Thirteen Five” period, New strategies of Beijing’s cultural and creative industries should be further clarified, which at least include further deepen the reform, optimize factor allocation, promote industrial integration, strengthening industrial agglomeration, foster cultural consumption, improve the effectiveness of policies.

Abstract: Cultural and creative industry grows with formulation of relevant standards which has made some achievements in recent years. In policy environment, a series of researches have been conducted; in work mechanism, Beijing Cultural and Creative Industry Standardization Commission has been established; in operating system, regular meetings and training sessions on cultural and creative industry standardization have been held. In the early stage, however, exist such problems as the work of standardization lagging behind the development of the industry, inadequate supply of relevant talents, unclear enterprise accreditation standards. It is imperative to develop and improve, both strategically and systematically, clear standards for cultural and creative enterprises, cluster areas and different sectors of the industry, to encourage enterprises to take active part in formulation of relevant standards and to foster more special talents in cultural and creative industry standardization.
