The Development of Chinese Foundations：An Independent Research Report in 2015(Green Book) is a professional and authoritative report about the development conditions，issues，trends of foundations. The report observes and analyzes from the aspect of “big era，big data，big trend”，and describes the basic situation of the foundation in our country. This paper summarizes the basic characteristics and eight bright spot of the foundation in 2014，forecasts and prospects for the trend of the development of the foundation，which can provide reference and enlightenment for the industry development and research.

Big era. In 2014, the foundations have gone on splendidly: the first is about the voice of charity to develop steadily in a sound way, the platform role of foundation to raise resources and funding charities providing became more and more important. For the first time, the State Council issued “The Guidance Opinion to Promote the Healthy Development of Charity” and a series of national and local regulatory documents，which brought the charity to national strategic height, the report explained five goods; the second is “legislation” became the first subject which affects the development of charity with the charity legislation coming into the legislative agenda of the National People’s Congress, the civil showed great enthusiasm for the charity legislation，and brought out at least seven versions of civil legislation proposal including Peking and Tsinghua University, Shanghai Jiao Tong University and so on, three regulations about social organization were also busy to revise, regulation mechanism of foundation were brewing up huge change. Third, the marriage of charity and business trust accelerated, the allocation of charitable resources became further optimization, the report analyzed the effects of charitable trust to foundation in detail; the Fourth is with the establishment of the modern social organization mechanism，the deregulation of government，the devolution of the enrollment and regulation authority of non-public offering foundation to local elites, everyone to charity is a trend. Report pointed out that the development of Chinese foundation had made a great progress, but were still faced with serious problems and challenges, such governance, competition, brand building, tax incentives and other aspects.

Big data. According to the report, in recent years the development of Chinese foundation showed a tendency of constant increasing. From the number of registration, by the end of 2014, there were 4211 foundations in our country, 584 increases over 2013, non-public offering foundation became the mainstream of new foundation per year compared with 2013, the proportion of non-public offering foundation increased by 3.9 points. From the geographical distribution of foundation, the regional gap was obvious, and more than half of the foundations were concentrated in Guangdong, Zhejiang, Jiangsu, Beijing and Shanghai. From the asset scale, at the end of 2013, the net assets of national foundations reached 95 billion yuan, although there was still a greatly gap between our assets and the European and American countries foundation, but it is undeniable that the foundation’s assets in recent years has maintained double-digit growth, the development prospect cannot be reckoned with. From the government subsidies, the income from the government subsidies of non-public offering foundation continued to shrink, the current government subsidy of public offering foundation had reached 9 times of non-public offering foundations. From the asset value ability, the income from foundation investment accounted for only 1.12 percent of the total, in the face of the challenge of the serious inflation and independence, the pressure of foundation is becoming more and more. From project areas, a total of 2013 national foundations had carried out 15357 projects, which were 57.51 percent more than last year. The areas of project activity are also more abundant, in addition to traditional charitable projects involving education, poverty alleviation，but also medical treatment, in environmental protection, culture and art, public welfare industry development are also increased. From enterprise foundation projects, state-owned enterprises and private enterprises corporation’s projects had different contents and forms, the latter reflects the characteristics of diversification more than former.

Big trend. Under the wave of social innovation, there were some new trends in 2014. The report captured the best practice to these trends through multi-case studies. In terms of the new benchmark of funding foundations, the report chose Zhejiang Dunhe Charity Foundation and LaoNiu Charity Organization as to analyze how to develop funding, and provided reference for the other foundations which started to transform funding; In terms of the new wave of official foundation reform, the report chose Shanghai Songqingling Foundation and Shenzhen Charity Association from the view of promoting the reform of official funds, and made recommendations for the reform of official foundation; In terms of the new exploration of the foreign charity, the report selected the Xinping Foundation and the United Way from their strategies in the operation of the modern philanthropy, and analyzed the international trend of foundation; In terms of the new mode of charitable fund-raising, the report comprehensively introduced the two emerging fund-raising ways: experience fund raising and sport fundraising, and carefully analyze its future direction; In terms of financial capital and influence investment, the report chose two microfinance hot spot case including CFPA Microfinance and Yinzhou Bank Foundation in the field of social investment.

In a word, along with social reform blustery, foundation is facing great opportunities of the era, “the man who saw this era around，also controlled the era”, to summary the past year’s environment, combine with the current data and analyze the new trend, is required courses of every practitioner of foundations.
