Blue Book of Automobile Industry is an annual research report on the development of China’s automobile industry. It was first published in 2008, and this book is the eighth edition. This book is an authoritative work extensively covering the development situation of China’s automobile industry co-authored by many experts and scholars from the Research Department of Industrial Economy under the Development Research Centre of the State Council and the Society of Automotive Engineers of China (SAEC) in consultation with senior advisors of the automotive sector and under the support from Volkswagen Group of Germany.

The theme of this annual report is: the general idea and strategic measures for the management system reform of China’s automobile industry. The main content of the book includes the General Report, Development Overview, Theme-based Study and Focused Study.

It is beyond all doubt that government administration has always provided an important guarantee for and played a significant role in the development, especially the high speed growth in the past 20 years, of the automobile industry. However, we also notice that there exist many contradictions and problems in the actual administration of China’s automobile industry. In particular, under the new circumstances of the extensive and deepened reform, and with a new goal of building a powerful automobile industry, the management system reform of our country’s automobile industry is faced with both new opportunities and new challenges. First of all, the Third and Fourth Plenary Session of the 18th Central Committee of the CPC have provided top-down design and general guidance for the management system reform of China’s automobile industry, which represents a major opportunity; secondly, “Made-in-China 2025” is a guideline for our country’s execution of the strategy to become a manufacturing power in the next 10 years, and a key driver to the management system reform and innovation; thirdly, against the background of the new industrial revolution and industrial transformation, a series of major changes will occur in the automobile industry from R&D to production, from product technology to manufacturing technology, from industrial structure to industrial organization, and from sales model to use model, which should become important considerations in the management system reform and innovation of the automobile industry.

This annual report conducts an extensive and systematic analysis on the topics relating to the management system reform of China’s automobile industry, including the system construction, overall requirements, ideas and models and policy measures under the titles of the “general idea and strategic measures for the management system reform of China’s automobile industry” and “analysis on the government administration efficiency in China’s automobile industry”. The book puts forward the following general requirements: the overall requirements of the country’s economic and administrative management system reform need to be followed; the general rule of the management system evolution of the international automobile industry needs to be complied with; the key issues that exist in the current management system need to be solved; and the strategic direction of the innovative development of the automobile industry needs to be followed. In terms of the reform ideas and models, the key direction of reform is legalization, intensification, self-organization and internationalization; the reform ideas mainly include the change in the four aspects of the management object, management process, management content and management subject; while the reform steps include the transitional model and the final model. Ten policy measures are recommended involving the legal system construction, investment project and product management reform, market regulation and socialized regulation system improvement, tax system reform, and the role played by industrial polices, intermediate agencies and the assessment mechanism.

In view of its in-depth analysis and extensive coverage, this book is ideal for readers to acquire a thorough understanding about the development trend of China’s automobile industry. Also, it will be of great reference value and significance for automobile administration authorities, decision-making bodies of automobile enterprises, corporate strategy research institutes as well as Chinese and foreign investors alike.
