1 Innovation-driven Comprehensive Transformation of Chinese Cities
—A retrospect of the 12th Five-year Plan and a perspective of the 13th Five-year Plan

Abstract: During the period of the 12th Five-year Plan, magnificent achievements have been made regarding urbanization and urban development in China.Economic capability of cities, infrastructure construction, social undertakings, level of innovation and entrepreneurship and so on are rapidly advanced, with the divide between rural and urban diminishing, and the core function of carrying capacity enhancing.However, while such accomplishments are made, the development of China’s cities is still facing a series of problem like the extensive economic growth pattern, lack of technological innovation, unbalance of urban spatial distribution, convolution of various social contradictions, environmental pollution, potential safety hazard, etc.Within the 13th Five-year Plan, China’s urban development should take hold of China’s New Normal; strive for new achievements; accelerate the new-type urbanization marked by human-oriented characteristic, combination of industry and city, integration of urban and rural, as well as regional coordination; promote the transformation of urban economy to innovative, intelligent, environmental and low-carbon condition; construct a social management system features openness, inclusiveness, harmonious and multi-governance; motivate the comprehensive transformation of cities through deepening the reformation and innovation.

2 Evaluation of Healthy Development in Chinese Cities

Abstract: In recent years, city healthy development has received increasing concerns from local and central governments in our country.Local governments have energetically implemented the healthy city plan, and the city health project has steped into a new stage from the pilot exploration to the comprehensive promotion.Evaluation results show that, in 2014, the city healthy development level in our country has been increased to a certain extent, but the sub-healthy cities still take a large proportion.From the perspective of regional structure, the “east strong-west weak” pattern is remarkable, and the gaps between five city agglomerations are still significant.The healthy development level of Pearl River Delta city agglomeration ranks first among the city agglomerations, the ecological environment problem of Beijing-Tianjin-Hebei city agglomeration is the most outstanding one, while the performance of city security ability of the Yangtze river delta and the Pearl River Delta city agglomerations are quite poor.From the perspective of city size, the healthy development level of big cities has advantages as a whole but the healthy environment and city management index of megacity are at the bottom of the list; Healthy development level of resource-based cities is far below ecological cities and the largest short board is construction of society and people’s livelihood.

3 The Development Situation and Trend of Urbanization in China【Sheng Guangyao】/072
Abstract: This article would analyze China’s urbanization development in the 12th Five-Year Plan and predict its development trend in the 13th Five-Year Plan from the four aspects: urban population growth change, urbanization speed difference, population flow distribution pattern and city capital construction.During the 12th Five-Year Plan, national population urbanization and city construction continue to rise rapidly.However, compared the economic development in the 11th Five-year period, the growth speed of urban population growth, urbanization and municipal fixed asset investment has declined.In eastern regions, the urbanization speed is slower and the municipal construction investment scale is shrinking, whereas in central and western regions, the urbanization is accelerating and construction investment scale is expanding substantially.Looking into the future, in the 13th Five-Year Plan, the national population urbanization speed will continue to slow, and the regional disparity in urbanization level will further narrow down.At the same time, the transformation development of urbanization will grow more urgent.

7 Social Governance and Social Organization Construction【Li Guoqing】/133
Abstract: The “12th Five Year Plan” period is a landmark period because during that time,China transitioned from economic construction oriented development to social oriented development.During the social management innovation stage from 2011 to 2013,with the strengthening of the government’s social management functions, community became an important platform for mass participation in social management,and the dual management system of social organization as well as the whole social management structure changed significantly.During the period 2014-2015,the early social governance stage,the focus has been on deepening the reform of the social organization management system.The idea of“social governance”denotes the co-participation of multivariate subjects.The overall objective of urban social development in the“13th Five Year Plan”period is to establish the“social standard idea”and “life-oriented principle”in cities.In order to realize social governance,the government must provide public services,as well as establish a city-based social governance structure.Further we need to promote the polycentric governance capacity of public resources in the city,and the community grid platform should be a full partner in practical problem solving.We need to foster the development of social organizations and transform homeowner associations into property self-governance organizations in a real sense.Meanwhile,urban safety management systems should be based in the latest emergency management practice and instruct community members in emergency management measures.

8 Chinese-oriented Pension Insurance System: Choice of Improving Urbanization Mechanism

Abstract: China’s pension insurance system reform has made great achievements during the 12th Five-year Plan period ,including basically realized the full coverage of pension insurance system,as well as built two basic system platforms,which are pension insurance system for urban workers and for urban-rural residents.In the background of new-typed urbanization,based on the review and summary of the achievements,this article discussed the integration,choice and consolidation of the two system platforms,analyzed the necessary and the problems of pension insurance system reform,and pointed out that China’s pension insurance system needs further change.In the coming 13th Five-year Plan period,we need do top-level design of reform and innovation better,adhere to the route of “two-way advancement”,“small integration” and “major integration”,fully establish a national united as well as urban-rural united pension insurance system with a combination of basic pension and individual account,complete Chinese orientation and consolidation in pension insurance system,further to improve urbanization mechanism,so as to provide a solid institutional guarantee for new-typed urbanization and the building of a well-off society in an all round way.

9 The Construction and Development of Urban Housing Security System in China

Abstract: On the basis of the review of urban housing security system development process in China,this paper summarizes the construction achievements of urban housing security system in the “Twelfth Five Year Plan” period,and analyzes the existing problems of urban housing security system.Then the paper looks forward to the development orientation,the focal points and trend of urban housing security system in the “Thirteenth Five Year Plan” period.At last,the relevant policy suggestions are put forward in order to solve the existing problems of the housing security system in China.

11 Assessment and Suggestions on China’s Low-carbon Pilots【Shi Weina, Zhuang Guiyang】/186
Abstract: It is the effective path for proactively exploring the low-carbon development way suited for China’s situation,transforming the economic development mode and the impartment device for addressing climate change by promoting the low-carbon piloting and demonstration.China has identified 42 low-carbon pilots (including cities and provinces) since July 2010.By present,it passed 5 years,during which the low carbon pilots have accumulated effective experiences,at the same time,problems are presented.This paper aims,for one hand,make assessment of the low-carbon piloting work from the connotation,standards,existing problems during the 12thFive-Year Plan period,for the other hand,comparing with the work plan,whether the accomplishment meet with the target will be assessed.At last,suggests are raised for the piloting future work during the 13th Five Year Plan period.

12 Problems and Countermeasures of Smart City Construction in China

Abstract: This paper argued that although construction of smart cities in China followed closely with other countries,the concept and construction institution was still behind advanced countries.Utilizing pilot and demonstration patterns was conducive to explore the suitable way of construction of China’s smart cities,and narrow the gap between China and advanced countries.The authors analyzed the eight problems in the construction of smart cities in China,and offered some proposals on promoting construction levels from several aspects,such as forming construction pattern,expanding the application system,strengthening R&D and industry support, and integrating pilot projects.

13 Urban Security and Construction of the Emergency Management System

Abstract: The article reviews and analyzes China’s urban emergency incident and China’s urban security and emergency management system during the 12th five-year plan.Then,the article points out some problems of urban security and emergency management system,such as the lack of economic security management,the practice and theory mismatches,the legal system construction lagging,the insufficient validity of communal participation and the lack of lateral ties.Based on the present situation,learning the advanced experience of the emergency management system in New York,Tokyo and London,the article points out the ideas and key points of urban security and emergency management system during the 13th five-year plan.That is management system changing to be comprehensive and diversified,management mechanism changing to be whole process design,management technology changing to be elaborative and intelligent,management legislation changing to be “legislation first”.

14 Study on the Governance of Mega-cities in China【Song Yingchang】/231
Abstract: According to the new classification standards, there are eight mega- cites in China, including Shanghai, Beijing, Shenzhen, Chongqing, Tianjin, Nanjing, Guangzhou and Shenyang.They have eight characteristics, specifically high administrative rank, strong economic power, a large number of non-household register population, massive civilian car ownership, less per capita road area , high ratio of housing price and income, aggregation of high quality education and medical resources, concentrated energy consumption .In the development process, eight mega-cities face the common problems, that is excessive accumulation of population, traffic congestion, high housing price, strong resources and environmental constraints etc..In the future, governing the mega-cities, China need to draw up a scientific governance planning firstly, to build a perfect “filter” for factor agglomeration secondly, to do the transitional policy arrangements thirdly, to solve external problems for mega-cites governance.

15 Urban Municipal Tunnel: International Experience and the Key Issues of Comprehensively

Abstract: Urban municipal tunnel is a fundamental measure to solve issues of “zipper road” and “cobweb-style road”.It is a key action to improve the level of the underground pipeline infrastructure in China, and is an important handle to build ecological civilization and to promote new urbanization.Municipal tunnel in mainland China has been faced a major opportunity for the rapid development of the third generation, so the government issued some supportive policies, regulations and codes which mentioned construction and management of the municipal tunnel must be referenced from Europe, Japan, and other advanced counties, to solve the key issues of construction and management of the municipal tunnel, to comprehensivelydevelop urban municipal tunnel construction, and to urge municipal tunnel standardization, modernization and popularization energetically.

20 Public Participation and Urban Governance: the Solution of Problem of Tongdewei

Abstract: Owing to the postponing of planning and the relatively rapid developing of cities during the urban development in China, problem of not matching the development of central city areas like challenges of traffic, education, public security and hygiene have occurred in many edge areas of urban.These edges of urban areas was not lagging behind formerly, but evolved from the originally prosperous sections of cities into the present less developed edge areas in the context of hastily extending of cities.The problems of Tongdewei presented in this case study is a typical problem of urban areas governance of Guangzhou city, and is a longstanding difficult challenge as well.This case study describes the problem-solving progress of Tongdewei, and is trying to search for a problem-solving method or referred as “Model of Tondewei”, an urban governance method based on public scrutiny and public participation, in order to explore the effective urban governance method of China and provide inspiration and reference of urban areas governance to Guangzhou province and other cities, to gradually transmit urban management into urban governance, which indicates important practical significance.

Through a lot of studies and researches, we found that China’s urbanization rate has achieved two major breakthroughs during the 12th Five-year Plan period. One is that China’s urbanization rate has reached and began to exceed 50% from 2010 to 2011, which making China enter into the city-based society. The other is that in 2012 China’s urbanization rate reached 52.6% which surpassed the world’s overall urbanization rate(52.5%). What’s more, China’ s urbanization is being pushed forward rapidly with a faster average speed compared to the world’s average increased speed(0.5 percentage point per year). At the same time, China’s urbanization and urban development has also made a lot of substantive progresses in the 12th Five-year Plan period, such as the regional gap of urbanization is gradually narrowing, the carrier function of urban agglomeration is becoming increasingly prominent, urban economic strength, social enterprises, innovation and entrepreneurship as well as other areas are continuous improving. However, there are still some outstanding problems needing to be improved, such as issues in the fields of urban planning and management, economic growth pattern, spatial layout, scientific and technological innovation, social contradictions, security management and environmental pollution.
Related with China’s urbanization and urban development, this book designs 7 chapters which are comprehensive, economic, social, ecological environment, construction management and chronicle of events, analyzes and evaluates the healthy development of China’s 287 cities, deeply researches the following topics which include China’s urbanization, urban economic transition and upgrading, social security and social governance, urban ecological environment and ecological civilization construction, urban management, urban governance, urban construction and other issues, summarizes excellent experience in urbanization and urban development of the following cities, such as Jiayuguan, Hangzhou, Sanya, Beijing, Guangzhou and other cities, also make a list of important events of China’s urbanization and urban development during the 12th Five-year Plan period.
Based on the review and rethought on various aspects of China’s urbanization and urban development during the 12th Five-year Plan period, this book puts forward that in the 13th Five-year Plan period China needs to achieve urban comprehensive transformation through reform and innovation, actively adapt to a normal situation, specially focus on five key points, accelerate the realization of three major transformations, make great efforts to promote innovation, positively and steadily push forward people-oriented, industrialization and urbanization integrated, urban and rural integrated, regional synergetic neo-urbanization, promote innovated, smart, green and low-carbon urban economic transformation, and develop a new social governance system featured open, inclusive, harmonious and multivariate co-governance .
