1　New Normal，New Positioning, Writing a New Chapter on the Capital Society-building and

Abstract: This report is the 2014 annual report of the research group of“Beijing society-building analysis report”of Beijing University Technology.

This report mainly used the authoritative data and materials released by the Beijing Municipal Government and relevant departments, combined with the observation and research of the group members. It analysis the main society-building achievements and problems, and give some suggestion.

In 2014, the economic development of Beijing entered the new normal, the economic growth is stable, and the expected economic growth target was completed.functions of Beijing is defined as a“national political center, cultural center, international exchange center, science and technology innovation center”, keep on the strategy of humanities Beijing, science and Technology Beijing, green Beijing. and strive to build Beijing into a world-class harmonious and livable city. Society-building achieve a new progress. Population growth rate decline, the pollution of the weather reduced, and the the urban environment improved; further development social undertakings and improve public services, promote equalization of educational development, improve health and pension services, to increase affordable housing and shantytowns, rail transit construction is being accelerated, functions which is not core began to ease.

Lay down“the implementing plan of the special group for the reform of the social enterprise and social governance system（2014-2020)”. Drafting“a number of opinions for the deepen reform of system of social capital management”and other series of documents, and start the preliminary investigation and research for Beijing“thirteenth five plan”of social governance, and constantly improve top-level design of the governance of social capital. Focus on promoting community service system, and revise the basic public service directory and standards of community, and constantly strengthen construction of community convenience service facilities and service network. Further increase the municipal social construction funds to buy social services form social organizations, and various government units, districts, and counties also invest a lot of money to buy social organizations services. The Trade Union and the disable federations and other“hub social organizations”also arrange special funds to purchase of services from the social organizations in their field.

However, the society-building in Beijing also faces many challenges. Beijing’s population is still increasing, air pollution governance is difficulty, the shortage of resources constraints is difficult to change, the development of public services is not increased with the people’s expectation. Under the new achievements, further understanding of the root of the“city disease”of the capital city, learning from domestic and international successful experience, improving the orientation of function of Beijing is necessary to solve the new problems and new challenges which faced by the capital society-building. And it is necessary to further innovating social management system, building the rule of law, give full play to the role of Party committee, government, social organizations in society-building, realize the comprehensive sustainable development goals of capital’s economic and society-building.

2　The Situation and the Outlook about Beijing’s Social Building in 2014【Song Guilun】／029

Abstract: According with the CPC Central Committee, the State Council and Beijing Municipal Party Committee, the comprehensively deepen reform have being promoted in 2014 in Beijing. In the field of Social building, Social Work and Social Administration System Reform Office was created to promote the top-level design about system reform and finish the key work. Some result has been achieved in the community service, the administration with social organization, volunteer service and Party Building of the social field. In the outlook of 2015, some steps will be implemented to promote the work of Beijing’s social Building.

3　Analysis on Current Life of Floating Population in Beijing【Li Sheng】／041

Abstract: At present, the policy of controlling the population size is strictly controlled and the influence for the floating population is biggest in Beijing. This article is based on the investigation data of Beijing, which discusses the current life of floating populations who live and work in gathering area. From the results of data analysis, the following conclusions can be drawn. In the living conditions, the floating population mainly lives in the informal economy environment by the way of“family migration”. In the social life consciousness, they both show the negative side and also have positive side. It can be said that the current life already have made the rational consciousness of the floating population in the gathering area.

Abstract: Population regulation and reform of household registration system is ultimately a matter of population problem. The relevant policy of the two is bound to affect the future trend of Beijing population governance and reform of household registration. Of population: urban diseases or population problem doesn’t root in the expansion of population size, but in unreasonable population structure. Therefore, the focus of Beijing population work should be transferred from controlling population scale to optimizing population structure, Make labor population continue to release demographic dividend. Of household reform: in the micro background of population regulation policies, we should explore the policy of how to accumulate points to obtain residence card, which is a reform and innovation of household registration increment, meanwhile, we should speed up the reform and innovation of household registration stock with the purpose of realizing the effective cohesion of population regulation and household registration reform smoothly

5　Analysis on the life status of the college students in Beijing field【Zhao Weihua, Zhang Jiao】066

Abstract: In the metropolis like Beijing, university graduates with non-local Hukou is also migrant population and they are on the disadvantage position in the Hukou system. According to sample survey date in 2013 for university graduates in Beijing, this paper empirically analyzes their survival condition such as employment, income, consumption, housing, amateur life, their future development and demands. It is find that this group is faced with great economic pressure, especially living expenditure pressure, which has affected their quality of life. They urgently hope to have the same rights as the local citizens in welfare to reduce the pressure of life.

6　Research On Professional Social Work Services of Social Service Institute for the Aged

Abstract: With the innovation of the social management system, the government purchase of social work services has gradually become a new innovation mechanism, the government proposed the establishment of social workers involved in the service mechanism for the aged, social work services in full swing in the social service institute for the aged. This research adopts the case study method, selecting 3 different types of social service institute for the aged in Beijing City, collecting methods of interviews, secondary data, observation data. According to admission assessment, advantages of the aged, developing professional social work services plan, carrying out professional social work services and hospitalpice care, this research resortsprofessional social work services of social service institute for the aged in Beijing city, and analyzesthe evaluation of the aged and social workers about professional social work services.

7　Nw Energy Vehicles and Green Transportation Development in Beijing【Zhu Tao】105

Abstract: 2014 is the first year of China’s new energy vehicles as the auto industry said. Beijing is one of the pilot cities, and new energy vehicles are developing fast. Based on reviewing transportation construction and development of Beijing in 2014, this article analyzes the situation of new energy vehicles from the perspective of green transportation, involving public policies, development atmosphere, and types of vehicles etc. From the charging facilities construction, car enterprise service, policy dividend, propaganda way etc., this article also proposes some suggestions of promoting the development of new energy vehicles in Beijing.

8　Analysis of The owner-occupied commercial housing in Beijing 2014【Han Xiuji】118

Abstract: The owner-occupied commercial housing was released to improve the policy system of housing in the end of 2013 in Beijing. As a kind of policy-based house between the indemnificatory housing and commercial housing, the owner-occupied commercial housing is provided for the middle-income group with the restriction of price, size and procedure. The owner-occupied commercial housing attracted extensive attention because of its rapid sale with some problems in 2014. In the future, the owner-occupied commercial housing maybe turn into indemnificatory housing system.

9　Government Purchasing Service for the Disabled in Beijing(2014)【Song Guokai, Li Geshi】／131

Abstract: In 2014 lots of important progresses have been made in government purchasing service for the disabled in Beijing, and Beijing sample has been formed initially. Based on the preceding practice and explorations, Beijing Disabled Persons’ Federation continued to make hard to explore and promote the government purchasing service for the disabled in 2014，and the main services policies frame for the disabled had been formed. Basing on them, some issues in government purchasing service for the disabled have been analyzed and some suggestions, such as enlarging the sizes of social organizations for the disabled continually, etc. have been put forward.

10　The Exploration and Consideration of the Social Governance in Beijing【Research Group】／143

Abstract: With the rapid economic and social development in the capital, it bring great pressure to the coordinated development of economy, social governance and urban management from a derivative of the population, resources, environment, public security, service management and a series of problems. In recent years, Beijing municipal government attaches great importance to social construction and social governance, pay attention to the top-level design, to promote the construction of grass-roots basis, and actively build system of social construction and social governance with era, Chinese andcapital characteristics. However, socialgovernance concept needs to be optimized, social government system and social service system need to be promoted, the rule of law of social governance is on the low level, social governance foundation is weak, social contradiction dispute resolving mechanism needs to improve, etc. As a result, in the process of the accelerate the social government system and government ability modernization, we should further perfect the system of social governance and the system of basic public services, build the modern system of social organization, make social operation mechanism be innovated, standardize social work mechanism, form the social mobilization mechanism, deepening the reform of the community system, strengthening party building of social fields.

Abstract: Abstract Under the fast urbanization background of metropolis, the floating population live in the urban and rural areas, resulting in the transformation of community in urban and rural areas.Transformation community exist many governance problems, Beijing has in 2010-2012 concentrated rectification of the 50 key village, remediation in pay huge administrative costs and some of the expected results and has produced“unintended consequences”. After renovation era of urban and rural combination showing four“new normal”, in-depth analysis of the new norm is proposed in this paper to“good governance”instead of“rectification”, in urban and rural areas of Beijing with a community of classification management ideas.

12　Report on Beijing Social Conflict Index and Residents’ Behavior

Abstract: In 2014, the social conflicts in Beijing moved towards easing off. As the government actively promotes the public service reform, including housing security, education and healthcare, the public policy-based mechanisms have played a positive role in releasing conflicts. This study finds that in 2014 Beijing economic and social reform turned out to be effective and the subjective conflicts in terms of ruling the country by law decreased. However, some conflicts of interests existed in economic and social development are worthy of more attention and the livelihood-based material conflicts is the main aspect of social conflict. When people have conflicts, more than 70% of people choose to resolve the conflicts in a peaceful way and the percentage of people who make complaints on the Internet increases. When people have material conflicts, they tend to choose self-help behavior and their behavior choices are more easily affected by class identity. Since the level of social conflict is associated with residents’ subjective cognition of conflict, the government should pay attention to the hidden discontent in society and specifically release and resolve social conflicts through conducting quantitative research on social conflicts and digging up the real causes of social conflicts.

Abstract: During the Twelfth Five-year period, Community governance of Beijing has made remarkable achievements, but also facing some confusion.To solve the problem is bound to question the nature of community governance.In fact, Community governance is essentially compatible with three basic issues. The first issue is terminal control;Second is social governance;Third is the construction of new neighborhood community after the urbanization, especially in the era of Commercial housing.After all the analysis of these issues,this article tries to put forward the reform of community governance from four aspects.

15　The Governance of Consultation by the Party, Government and the Masses

　　—Improving the Level of Social Governance Effectively in Chaoyang District

Abstract: The 18th Congress of CPC and the 3rd Plenary Session of it proposed a new perspective, new requirements and new deployment on the new social governance system. As a functional expansion zone of the capital city, Chaoyang District is the largest city area with most population in Beijing. Its total area is 470.8 square kilometers, under the jurisdiction of 24 street, 19 townships, the resident population of 384.1 million people. Rural urbanization, urban modernization, regional internationalization synchronous take place, and it is in the crucial stage of reform, social transformation period and contradiction highlights period. For a long time, due to the influence of the traditional social management system, the party and the government do good things for people according to what the government can do. The feature is from top to bottom and gift of style, and lack of broad participation and consultation on an equal footing. It results in “party Committee and government worked hard, the residents of the masses while watching”. And it even caused some dissatisfaction of people on the work of the government. In order to solve this problem, the Chaoyang District, according to the requirement of strengthening of the social governance on Third Plenary Session of the party’s eighteenth congress, in the summary of the previous ways two years ago, “Wenzheng” and “project to undo people grief” based on the experience, since 2013, under the leadership of basic party organization, in consultation by the government, social units, social organizations, residents of the “Quartet” together to solve the “last mile” problem to service of the masses. and to explore a new way of social governance, and enhance the level of social governance.

16　The practice exploration of the legalization of social governance in Miyun

Abstract: since 2010, Miyun built a comprehensive social service grid management system which covering complete Miyun. In 2013, to promote the rule of law of grid social governance and standardization process, Miyun County organizes 40 counties Department to compile a plan of social service grid management standards in rural areas. in 2014 in the name of the county government issued the social service grid management standards. it is identified as national standardization pilot project by the National Standardization Committee. Through the preparation and implementation of the grid standards,it promote the Miyun County grid work to the depth development, work process more standardized, more definite responsibilities, and covers the content is more extensive. Miyun ecological construction and social governance has made new and greater achievements.

18　Investigation report on the construction of the volunteer team in Yanqing County【Chen feng】／242

Abstract: Around the “green development” strategic objectives, Yanqing county volunteer teams focus on innovation carrier and practice project base on the important activities, events and social demand. Yanqing county formed 4 volunteer teams, such as professional volunteers organize by Communist Union of Youth, Learn-from-Lei Feng volunteers, community volunteer mobilized by the community, social organization volunteers spontaneously advocated by civil society organizations, and volunteer service coverage areas continue to expand. Yanqing county volunteer team gradually transform administrative mobilization into mobilization by the government and social organization together, but there are still exist some problems, such as the imbalance of volunteer structure, lack of volunteers sustainable incentive system, social participation and volunteer service safeguard mechanism, specialized level is low, and so on. Future Yanqing county volunteer team construction still needs to further expand the social participation, so it needs to strengthen the construction of the following five aspects: one is to strengthen cooperation with neighboring districts and counties of colleges and universities, the second is to foster and support the development of social organizations, the third is to create the county sustainable volunteers reward incentive system as a whole, the fourth is establishing the volunteer management mechanism from the county-wide overall coordination, the fifth is to strengthen the special volunteer training and regular training.

19　Development and Management of College Social Workers in Huilongguan Sub-district

Abstract: Since April 2009, Beijing has started recruiting college graduates to work in communities all over the city, this has alleviated employment pressure of them and meanwhile provided opportunities to graduates to make contributions to the society and to participate in the daily works of communities. Students worked in Huilongguan district are recognized by all kinds of industries because of their young ages, comprehensive knowledge system, strong political abilities and quick adaption to different jobs. the majority of these workers are still working in the field of public administration and community service who has been assigned to talent pool of social construction. From the initial implementation of the programme, the government of Huilongguan District try to explore a strategic management planning for College social worker, that is student social worker-oriented, systematic designing, integrated arrangement, specialized training, humanism -management which basically realized the objective of the policy of hiring college students to work for Communities.As to the limited condition of the working environment for social workers, administrative mechanism and management model, and problems of the social sense of identity to college students,, low income, poor career paths and other issues, the author of this paper proposed to speed up the streamlining of institutional mechanisms, innovative management of cultivating college students social workers.

20　the Investigation report of College Students’ learning burnout in Beijing【Zhao Liqin】／270

Abstract: This study investigated the learning burnout and its influencing factors of 1341 college students from four universities in Beijing, and the in-depth interviews of some teachers and students were conducted. The results show that a certain degree of learning burnout exist on the Beijing college students.There are significant difference in the learning burnout between different universities, majors, grades,academic achievement students, gender, economic status of the students.Factors influencing college students’ learning burnout include students’ achievement motivation, learning habit, responsibility and self control ability and so on,but the influence of the current system of education, school education, social environment play an important role in the learning burnout. Adopting a variety of measures to have a systematic intervention for college students can effectively prevent and reduce the students’ learning burnout school, family and society should adopt comprehensive measures to promote the university academic engagement and healthy development.

Abstract: Party Construction of moving party members is an important task which is closely related to the new period strategies, including consolidating the party’s ruling foundation, governing the party more strictly and promoting the modernization of national governance.The analysis of the party construction of moving party members in Chaoyang district talent service center has a certain meaning of “ideal type” for us to understand the whole task of Party construction in social areas. Chaoyang district talent service center has have done a lot of work in the moving members’ education, management and services,but there are still many problems and difficulties in four aspects, individual,party branch,the party committee in the center, and specific work.In order to do a good job, we must firmly build up the idea of building service organization and improve the service ability and service level; transform of the mode of leadership;implement effective activitiesclose to the party members’ needs;strengthen the construction of ideas starting from the ideological reality of the party members; consolidate the organization foundation further;promote the standardization of the party construction; explore the new mode of collaborative management actively.
