Abstract: In 2014,China kept achieving new progress human resources and social security reform and development.The total volume of human resources remained stable and the quality kept improving.The unemployment rate stayed at a relatively low level.Human resources were distributed in different industries in a more optimized way.The social security system as a whole was improved.This report reviews the recent development of human resources and social security in China from a holistic view,including current situation of human resources,legislation,employment trend,personnel system reform,income distribution,social security and labour relations.The report also identifies major challenges and key tasks facing China in the future.

Abstract: China is the richest country with human resources in the world.At present,the general situation of human resources involves mainly in maintaining the overall stability on the amount of human resources,remaining low on the unemployment rate,perfecting human resources industrial distribution structure,significantly improving the level of education and social security on human resources,and so on.As for talents team building,professional and technical,skilled,governmental,technological talents team are building steadily.On human resources management and development,legal system construction,service industry development,high-level overseas talent introduction,reform pilot area construction of human resources,human resources management make remarkable achievements.In the future,human resource development should be closely integrated features of its new normal,to promote the innovation of systems and mechanisms for talent development.

3 An Examination of Development Trends for Chinese Students Studying Abroad,Returned
Chinese Talents,and Foreign Students Studying in China

Abstract: In order to follow the general development trends for Chinese students studying abroad,returned Chinese talents,and foreign students studying in China(3-group students),recent reliable data are collected and analyzed from longitudinal and horizontal perspectives in this paper.The historical trends since China’s reform and opening-up are examined carefully and thoroughly.Quantitative relationships between developments of 3-group students and social-economic developments are explored by means of regression analysis.The results show that significant quantitative relationships exist between the developments of 3-group students and the social-economic developments.Some recommendations are provided for promoting development of 3-group students on the basis of research results.

Abstract: Education is an important way for the disabled to achieve human capital accumulation.Based on China Disabled Persons’ Federation official statistics from 2007 to 2013,using descriptive statistical analysis method,after conducting a deep research in the situation,problems and solutions of Chinese disabled person’s education,we found that education for the disabled in recent years has made great progress.However,there are insufficient educational resources and unbalanced regional distribution;there is still characterized by some problems such as unharmonious ratio of education for different types of persons with disabilities.We should follow the new requirements of modern education system construction,to further expand the scale of development education for the disabled.At the same time,we should more emphasis on balanced regional development,so that more different types of persons with disabilities have the same right to receive vocational education.

5 An Analysis of the Employment Status in China(2014)【Wang Shan】/104
Abstract:In 2014,Chinese employment development is generally stable with some new characteristics.The job rate continues to rise,while the speed slows down;the employment structure continues to improve,while the space for further improvement has been compressed;wages carry on growing while the growth rate is decreasing,and the gap between the highest and the minimum wage has become smaller;the correlation between the economic growth and employment development keeps at a higher level;the effectiveness of a job increase triggered by start-ups becomes more obvious.The employment development is closely related to the employment programmes and policies:graduates employment promotion policies have made some breakthrough;migrant workers employment promotion programmes and policies have made new progresses;start-ups promotion programmes become more grounded;employment related public service has imporved;the strategies of supporting businesses to maintain their job stability have been enhanced.Under the “new normal”,Chinese employment development is facing huge opportunities and challenges at the same time,the government needs to face up to the challenges,and make bigger efforts on strengthening the job increase capacity of the economy,solving the problems of the labour supply and demand mismatch,and exploring innovative approaches to employment promotion.

8 A Report on the Reform of Personnel System of Public Institutions in China

Abstract: Following the “Personnel Management of public institutions Regulations”,“the leaders of public institutions Interim Provisions” was promulgated in June 2015,the pension system reform of public institutions officially launched,he basic wage system reform put in place,public institutions personnel management gradually legalized.Meanwhile,the classification reform has not been completed,the cause of the personnel management of some deep-seated contradictions and problems have emerged more prominently,include:the presence of open recruitment and insufficient scientific validity of the employment contract and management practices are not perfect,job setting unit autonomy insufficient implementation,personnel classification and grading needs further reform,personnel regulatory loopholes.With the implementation of major systems have been the cause of the personnel system reform and policy reform of the personnel system has entered a new stage.Institutional system and institutions gradually improve personnel management,in order to convert employment mechanism and enliven the personnel system as the core to improve the employment system and job management system as the key,clear responsibilities,classification of science,flexible and effective supervision,in line with the characteristics of public institutions and growing regulation of the personnel management system will gradually form.

Abstract: Recent years,back pay in enterprises and related mass incidents occurred from time to time in China.Such incidents not only harm employees’ interests but also impact social stability.It is essential in establishing and improving the enterprise payment credit system to improve the prosecution and transparency of the credit-based payment system,and to promote the scale and transparency credit-based payment.To build such an enterprise payment credit system combining the “top-down” and “bottom-up” channels,the national and central governments should set up legal frameworks and coordination network between departments,enterprises need to strengthen their internal credit management,and employees have to cultivate the awareness of defending their rights in through legal ways.

Abstract: The basic medical insurance of our country established the employee insurance covering all employment population of medical insurance for urban workers through the reform the planned economy of the relying on company ,holding on the principle of the“low level,wide coverage” the medicare population expanded to urban and rural residents’,and display the social function gradually.In improving the benefit of the medical insurance,permit the mechanical insurance agency to carry out the business beyond the basic medical insurance resulting the patients with heavier economic burden,which greatly activates the medical insurance market.At the same time,to meet the medical needs of the floating population,conduct the varied settlement account model immediately to access the medical care by the pilot,and explore the global budget payment reform to reduce the deficit of medical insurance fund.The basic medical insurance in China made great achievements while there are the following problems,because of the low level fund of the medical insurance,the service fragmentation is serious,personal account show the dysfunction in mutualaid,the medical insurance fund deficit risk increases,the negotiation mechanism miss between the payment party and the supplier’s party,the medical insurance payment reform lagging,all these existing in the institution and the management of the medical insurance impede the achievement of the national health insurance .Therefore,improving the fund level of medical insurance,and gradually eliminating the gap of the urban and rural medical insurance system,improving the benefit equity and appeal of medical insurance to achieve universal health care ultimately.In controlling medical expenses,through the medical payment reform to improve the medical service market,not only implement the government and medical insurance agencies,but also the separation the government and public hospital,the establishment of medical care and medical service price negotiation mechanism,in the control of the medical expenses while continuous improvement of medical service quality,balance interests between supply and payment,so that male the medical insurance sustainable development.

19 An Analysis on the Current Development and Strategies of Wage Collective Bargaining

Abstract: To meet the demand of the development of labour relations under new situation,and to future perfect regulations related with wage collective bargaining system in enterprises,the author conducts a research into the current construction and implementation of wage collective bargaining system in enterprises in Jilin Province.The aim is to provide theoretical framework for legislation and a detailed system design proposal.Based on the research,this paper summarizes outcomes from the system construction and implementation,and reveals problems existing in the system.Causes of the problems are also analyzed.On the basis of theoretical research,this paper learns from legislative practices in other provinces(municipalities and regions),and identifies and solves six major issues in local legislation,in accordance with the specific situation of Jilin Province.
