in the Era of “Internet+”
—A Case Study of Digital Museum【Li Fengliang, Hu Penglin】/001
Abstract: Technology promotes the development of cultural industries, besides this, Internet and Information technology envoke the revolution of emerging industries. Culture and technology industries went through great changes under the background of “Internet+” last year. Some relevant industries, such as movies, animations, games, radio and television, network audiovisual industry and digital publishing have realized significant development on the support of mobile internet, internet of things technology and cloud computing, in addition, on the support of the convergence among the networks of television, telephone and broadband. So far, we think culture and technology industry should focus its eyes on three aspects to embrace greater development. First, to explore the new mode of culture information dissemination by placing “Internet+” as platform. Second, to explore the new mode of the integration of culture and technology by placing “Culture+” as core.Third, to explore the new mode of the innovation of culture and technology by placing “Technology+” as driving power.

2 Integrated Innovation: the Nature of Cultural Industries and the Integration of Science and
Technology【Li Yan, Hu Hongbin】/019
Abstract: The development of cultural industries and the progress of science and technology complement each other. As the process of industrialization, the replication technology provides technical support for copy of content and large scale production, which has made the integration of traditional industry and cultural industry. As the representative of the modern science and technology, “digitalization” and “networked” which has deconstruct the simple corresponding mode of replication technology and cultural production, and realized the comprehensive integration of content carrier, communication, acceptance and re-innovation, broke the separation state of creation, content replication, acceptance and consumption in space and time, and realized the unity of cultural production, dissemination and acceptance, a new culture service platform based on digitalization and network has emerged. The integration of cultural industry and technology is essentially a mode of innovation in modern technology and culture and economic integration. To comprehend the fusion innovation of modern technology and culture, we can not only focus on the characteristics of specific characterization and new forms of modern technology, but also need to do systematically and dynamically investigate, from content production, content carrier, content spread and content consumption.

4 The Cultural and Pedagogical Issues of New Media and the Humanities【Erik Champion】/045
Abstract: The computer paradigm is giving way to the mobile Internet paradigm (Gartner; Lunden; Anthony). Always on, always connected, always linked, always beeping, and always being triggered. Increased mobility suggests lighter and yet more powerful devices, greater contextualization and improved personalization. So what are the implications for cultural experiences in digital worlds?
Unfortunately, in my area of research, virtual heritage (games and virtual reality applied in the services of cultural heritage), the development of technology for the transmission of cultural knowledge in a virtual world is arguably still at a primitive stage. Ideally, digital cultural innovation in this field develops in parallel with technological innovation but projects and commercial applications so far show either a lack of technical flexibility or a paucity of rich cultural interaction and thematic appropriateness. Despite this dour criticism, The writer will put forward suggestion for how a creative and explorative fusion of new media, the mobile internet, and the entertainment industry could offer new and exciting but so far unrealized opportunities for virtual heritage both in terms of the public and in terms of the classroom.

5 Creative Cities as Cultural Brands【John Hartley】/063
Abstract: What makes a creative city; and how will people know? It is not simply power or trade (“world cities” are not the same as creative cities). It is not simply culture (which can be a relic of past heritage). It is not simply the presence of creative and cultural industries (cities need creative scenes and citizens as well as employment). Of course, cities need creative populations, with a mixture of productive skills and consumer demand, using digital media and social networks, to stimulate innovation, experiment and diversity. This paper isolates some of the different systems and values that must meet and clash productively to ensure creative innovation in a globally competitive city. Drawing on research for a new Creative City Index developed in Australia, the paper shows how creative clusters, services and citizens can give a city a competitive edge. Using such a tool, cities of any size can assess their creative enterprise and develop policies and practices to improve their reputation as a “cultural brand.”

【Fu Wenhui, Nan Yonghao】/140
Abstract: Foreign market entry motivation and entry mode choice of the game industry are more diverse than those of traditional manufacturing or service industries due to the close interaction between itssub-industries: hard-service (game title development) and soft-service (game publishing) industries (Erramilli and Rao, 1990). This study analyzes the relationship between entry motivation and entry mode choice of Chinese game firms in the global market. By investigating 10 game firms that have had business in more than one foreign market, we find out that for the hard-service sector, choice of entry modes depends on the motivation of either exploiting a firm’s core competenceor augmenting its weak assets.Findings of this study can be applied to other cultural and knowledge-intensive industries especially where the integration between hard-service and soft-service factors constitute core competence of the industry value chain.

15 Spatial Turn on the Studies of Converging Arts,Culture and Technologies
【Li Leilei, Philippe Kern】/214
Abstract: By reviewing different perspectives of discussing cultural and technology, this paper finds that there are a lot of studies taking the economic perspective to explore how to help traditional industries transforming or upgrading by converging culture and technology. The business model and the related policy promotions seem to be the main focus. At the meantime, the discussions on big data and smart city or digital city which have been developed and popularized just in recent years in China take the perspective of emphasizing new technology. This paper attempts to propose a new perspective studying issues on the convergence of culture, art and technology beyond economic and technological perspectives. This new perspective is termed as spatial perspective arguing that discussions on how to merge culture and new technologies should be based on the question of how to improve the quality of life in urban as well as rural spaces. The spatial turn in particular emphasizes the role of arts and technologies in urban spaces. This spatial perspective helps to eliminate the gap between the economic perspective dominated by people in studying cultural/creative economy or cultural policy, and the technology perspective dominated by people in ICT and big data sphere. Based on some examples mostly from European countries showing the connections of arts, technology and urban spaces, this paper argues that the urban innovations of arts and technologies and their applications and practices in urban spaces are benefit to the development of humanistic urbanization which is much more different from the old model of neoliberal urbanization. The smart city is therefore more likely to be developed towards ahumanistic smart city. The authors of this paper discusses those issues related to arts, technologies and urban spaces and their connections and implications on the issues of new model of urbanization and the conceptualization of humanistic smart city in general.

25 The Smart Guide To Creative Spill-overs
【written by(Brussels,Belgium)KEA European Affairs translated by Li Jingshuang】/345
Abstract: Creativity comes from the combination of ability and environment. It relates to the capacity of people to think with imagination and challenge the existing. This aptitude is characterised by unpredictability, divergent thinking combining cognitive elements with the expression of human senses and emotions. In combination, both context and place are important elements in the emergence of creativity. As a result cities provide an ideal environment conducive to the expression of creative abilities. They provide the“container” of creative expression.
Without creativity there would not be music, poetry, paintings, literature and all activities associated with art, culture and creative industries (CCIs). Creativity contributes to the making of culture. In turn culture, art and creative talents are a powerful source of creativity and innovation. Culture-based creativity is creativity that finds its source in art, culture and creative industries. This form of creativity is essential in modern economies driven by differentiation, meanings, ethical or aesthetic values beyond products’ functionalities.
The Smart Guide (the Guide) considers new ways to look at art and culture to explore the contribution of the latter to economic and social changes. It expresses the idea that art and culture are essential resources for innovation. These resources can be mined everywhere. The more they are localised, the more valuable they are as the expression of (much in demand) singularities. Cities are the ideal places to foster creative interactions and enable the experimentation that drives innovation. The guide is clearly a practical manifesto for a wider usage of art, culture and creative industries in economic and social development.
