1 Institution and Mechanism Reform: Creating a New Situation of Talent Work in Beijing
—Beijing Talent Development Report in 2014-2015

Abstract: 2015 is the year of reform and renovation for Beijing talent work.Firstly, this report summarizes the basic situation of Beijing talent development, and analyzes the new achievements of talent work, from talent scale, quality, structure, efficiency and other aspects.Secondly, it discusses the specific approaches on improving talent work system, promoting institution and mechanism reform of talent development, strengthening the construction of talent team, building the platform of talent development, and creating environment for talent development, which can be summarized as “five constructions” including system construction, institution construction, team construction, platform construction and environment construction.Finally, it puts forward the next tasks of talent work based on “convergence”, focusing on improving the development level of talent internationalization, promoting the talent integration in Beijing, Tianjin and Hebei, deepening the institution and mechanism reform of talent development, and strengthening the political leading and absorb to experts, etc.

2 Research on the Demand Structure of Financial Talent in Beijing【HR Department of Beijing

Abstract: Interviews and questionnaire survey are conducted on the surplus and shortage situation of talent in big central financial firms and common financial firms,in order to get the demand structure of financial talent in Beijing.It is found that there are few excellent surplus talent for redistribution in big central financial firms,while the surplus talent are not popular in common financial firms.This report analyzes the structure on gender,age,education,job title,qualification certificate,overseas background and work experience of shortage financial talent.The needs of business development,low quality of talent,and shortage of industrial talent are main reasons for talent shortage of financial firms in Beijing.At last,corresponding policy recommendations are put forward according to the main difficulties and suggestions which are raised by financial firms to solve the problem of talent shortage.

3 Research on the Institution and Mechanism Reform of Scientific and Technological Talent Work

Abstract: Benefiting from numerous universities and institutes located in Beijing,a larger number of high-level scientific and technological talent are gathered.In order to release those people’s innovative and entrepreneurial vitality and enthusiasm,this report investigates the situation of institution and mechanism reform of talent work in universities and institutes,discusses the mechanism of talent introduction,training,evaluation,incentive,configuration,innovation and entrepreneurship,summarizes outstanding experiences and typical problems of talent management,through field research,group discussion,case study and other methods.Finally,suggestions for deepening institution and mechanism reform of talent work are put forward in several aspects including releasing autonomy and initiative of research institutes,facilitating the flow of innovation resources within and outside the government,promoting and continuously deepening the reform,and enhancing the operability of current reform measures.

4 Research on Current Situation of Talent in Tourism Culture and Recreation Industry

Abstract: According to regional function disposition,tourism culture and recreation industry is the dominant industry in Mentougou District.Therefore,talent team construction in this industry is quite essential in the promotion of regional economic and social development transformation.Based on the regional development phases and the law of talent growing,this report mainly analyzes the role of talent team construction in tourism culture and recreation industry and the district’s strengths and weaknesses on talent team construction.Suggestions and measures for improving talent work in tourism culture and recreation industry are put forward,which has important practical significance to the innovation of regional talent work mechanisms,the optimization of talent development environment and the promotion of the healthy and orderly development of the industry.Moreover,the research result will be a positive model for talent team construction in other areas.

5 Research on the Exploration and Practice of Talent Aggregation in Film and Television

Abstract: Talent is the core resource of the healthy development of film and television culture industry.How to seize the opportunities of collaborative development of Beijing,Tianjin and Hebei,speed up talent aggregation,promote the development of cultural industry aggregation and make contributions to construct national culture center for Beijing is the urgent subject of talent work in Huairou,which is the only film and television industry demonstration area in China.Taking China (Huairou) film and television industry demonstration area as an example,this report investigates the construction of regional cultural talent,generalizes five talent aggregation mechanisms including industrial base,important events,flexible drawing wisdom,professional college and optimized environment,analyzes the barriers and opportunities under the background of collaborative development of Beijing,Tianjin and Hebei,and put forward eleven corresponding countermeasures.

6 Research on the Development of Rural Practical Talent in Beijing

Abstract: Rural practical talent is an important part of China’s talent team.Currently,a sound development and training system of rural practical talent has basically been formed in Beijing,along with the increase of the scale of rural practical talent,the optimization of talent structure as well as the improvement on talent quality,which has provided strong support for urban construction,urban agriculture development,and balance development of urban and rural in Beijing.This report analyzes the basic situation of rural practical talent in 2014,summarizes the main practices of talent construction,and refined typical patterns of rural practical talent development.At the same time,policy recommendations for the construction of rural practical talent are put forward based on the analysis of new situations including the collaborative development strategy of Beijing,Tianjin and Hebei,new position of capital functions as well as new demands from agricultural and rural development in Beijing.

Abstract: According to the survey on team construction of Beijing community workers in 2014,overall structure of community workers is reasonable,staff is relatively stable,and the whole team tends to be younger,better educated and more professional.At the same time,there are also some problems including incomplete policy system,low income levels,limited development space,and unclear function orientation.Therefore,it is necessary to further refine the policy system,rationalize the mechanism of income security,broaden the space for career development,standardize the function orientation,and adhere to the trend of specialization and professionalism,which will provide stronger support from human resources for the social construction in Beijing.

9 Research on Talent Introduction and Cultivation Service System of Strategic Emerging Industries

Abstract: Intensive investigations are conducted to the talent introduction and aggregation work of strategic emerging industries in Haidian District through questionnaire investigation,interviews,etc.According to research results,existing problems are deeply analyzed including insufficient introduction of high-end overseas entrepreneurial talent,incomplete talent supporting policy in enterprises,and institutional and environmental barriers against talent introduction.Policy recommendations are put forward such as establishing the “Through Train” to introduce overseas talent so as to promote project landing; improvingtalent supporting policy so as to build supporting service system for enterprise talent which is matched with actual demands,breaking the institution and mechanism barriers so as to further promote the international level of talent environment,etc.

10 Research on the Optimization Path of Talent Entrepreneurial Environment in Fangshan

Abstract: Talent entrepreneurial environment refers to all kinds of circumstances and situations in which various talents start their own businesses,the core of which are factors and conditions that can influence and affect the formation of entrepreneurial ideas and implementation of entrepreneurial activities.Good talent entrepreneurship environment is the most essential issue for the aggregation of high-end talent and the landing of high-tech projects,as well as an important starting point for the rapid development of regional economy.By sorting out the characteristics of talent entrepreneurial environment during the three transformation periods in Fangshan,this report focuses on the comparative analysis of the characteristics and development trend with those of the developed areas.Moreover,problems and causes are found from six aspects including urban environment,human resources environment,political environment,cultural environment,industrial environment and financial environment,ending with countermeasures for optimizing talent entrepreneurial environment in Fangshan.

Abstract: This study makes a comprehensive analysis on the current situation and problems of regional talent team construction combined with industrial layout and development plan of Shunyi Airport Economic Zone,focusing on solving the institutional obstacles restricting talent development based on the main task and path of the talent aggregation zone construction.Profiting from the successful construction experience and practices of other talent management reform experimental areas,feasible suggestions and countermeasures on how to construct the talent aggregation zone are put forward from several aspects,including accelerating high-end airport economic industry aggregation,gathering related industry talents,innovating talent work mechanism,strengthening talent platform construction and optimizing talent development environment,which will provide references for the development and innovation of capital talent work.

Abstract: Based on the enterprise human resources survey in Daxing district and statistical data of the labor employment information management system in BDA through questionnaire,interviews,expert consultations and other approaches,this report investigates the overall condition of talent team in newly-developed district.According to research results,talent advantages exist in many aspects,such as promoting the development of leading industries,enhancing the innovation ability steadily and accelerating transformation of technical results.In the meanwhile,many aspects remain to be further strengthened,such as the construction of key talent team and continuous innovation in talent policy,etc.Finally,political suggestions are put forward for constructing a new pattern of talent work,optimizing talent policy system,promoting talent echelon construction and enhancing talent service ability,which will provide strong talent support for creating leading talent development demonstration area in high-end industries during the period of the 13th Five-Year Plan.

15 Research on the Development of International Talent Intermediary Service Industry

Abstract: Since the release of Interim Provisions on the Administration of Chinese-Foreign Joint Venture Talent Intermediary Agencies issued by Ministry of Human Resources and Social Security in 2013, the development of international talent intermediary agents in Beijing has been restricted due to the limit on registration capital.In the meanwhile, the lack of international talent in Beijing is aggravated due to the complicated procedures for a foreign talent to get a legal certificate in China, such as Alien Employment Permit, Foreign Expert Certificate and residence permits.This report advises to cancel the limit of 49% ceiling of foreign capital share holding in talent intermediary agencies and allow set up of foreign owned talent intermediary agencies, in order to promote the potential growth of international talents in Beijing.

Abstract: Human capital and physical capital are not only important parts of national wealth, but also the sources of economic growth.As capital of China, Beijing has abundant human capital and physical capital, intensive research on which will reveal the situation of Beijing and provide references for future economic and social policy.This report adopts the J-F lifetime income approach and OECD capital estimation method to calculate multiple indexes of human capital and physical capital, using the latest data.Based on the analysis on calculation results, structure changing trends of human capital and physical capital are presented.

17 Research on Echelon Construction of High-level Specialized Technical Talent in Beijing

Abstract: Based on literature research and field investigation, this report points out there are still problems in the management, cultivation, introduction and utilization of specialized technical talent in Beijing, including incomputable data, cross management, shortage of top talent, insufficient talent introduction and cultivation, and incomplete talent evaluation.The fundamental way to solve these problems lies in the integration of talent plans, the improvement of talent evaluation mechanism, and promoting talent plan adapting to the trend of market operation.Under the overall framework of talent echelon construction, the competent department of human resources, talent plan and market resources should be combined, so as to provide a solid guarantee for the four-center construction of Beijing.The key issues lies in forming a joint force in talent management system, dealing with the relationship between government and market in the process of talent market allocation, and making talent plans coordinated with industrial policy.

Annual Report on Development of Beijing’s Talent (2014-2015)is the fourth book from the series “Blue Book of Beijing’s Talent”, edited by Beijing Human Resource Research Center for the purpose of comprehensively presenting and summarizing the theoretical achievements and practical experience of talent development in Beijing for a certain period.The report comprises five parts: General Report, Report on Industries, Report on Districts, Report on Fields and Appendix.
General Report summarizes the basic situation of talent development in Beijing.Specific approaches on “five constructions” including system construction, institution construction, team construction, platform construction and environment construction are also included.At the same time, next tasks of talent work focusing on “convergence” are put forward.
Report on Industries, Report on Districts, and Report on Fields have collected reports on talent development in some key industries, districts and fields in Beijing.They in combination aim to display practical exploration, work achievements and strategies by related departments from a multi-perspective.
Appendix has collected important documents on talent development policies and significant events in Beijing since September 2014, enabling the readers to acquire a comprehensive understanding on the general strategy of talent development in Beijing during the concerning period.
