Beijing’s municipal government is fully committed to continuing the policy of downscaling the city’s development in order to make the nation’s capital functionally more compact, geographically more manageable and its competitive edge over other cities more salient. According to the report, as growth of the city’s fiscal revenue continues to decelerate, the funding needs of the government from big-ticket development projects continue to increase, and budgetary spending on bread-and-butter issues rises steadily, the municipal government must make every effort to keep fiscal risks to a minimum. Suggested measures include improving the budgetary process, strengthening fiscal management, enhancing performance evaluation and tightening rules and regulations in different areas.
