2019 marks the 70th anniversary of the founding of the People’s Republic of China. After 70 years of development,social organizations have gradually become one of the important subjects in the modernization of China’s national governance system and governance capacity. It plays an increasingly important role in the process of building a new development pattern. On the domestic front,social organizations should not only promote their own high-quality development,but also play a unique role in the six fronts and security in the six areas,so as to ensure people’s well-being and help poverty alleviation. We will also improve the ability of social organizations to provide services and promote the upgrading of public consumption by meeting people’s diversified demands for public goods. Meanwhile,social organizations should deepen their participation in global governance,help China’s emergency industry integrate into the global value chain,contribute Chinese wisdom in global governance.

In 2019,the fourth Plenary Session of the 19th CPC Central Committee proposed that Communist Party of China should play the leading role in social organizations. It also encourage social organizations play an important role in socialist consultative democracy and social governance. We will ensure sound interaction among government governance,social adjustment and residents’ autonomy,and strengthen the foundation for social governance at the grass-roots level. The 2019 Social Organization Report summarizes the innovative development of social organizations in the past 70 years. Meanwhile,it classifies the different development conditions and characteristics of social groups,private non-enterprises,foundations and charitable organizations. On this basis,the book introduce the contribution of private non-enterprises to human capital and the impact of social organizations on economic growth and the involvement of social organizations in public health emergency management and global public health governance based on COVID-19. The book also deals with the construction of legal system of social organization,the relation between government and social organization,consultation mechanism of social organizations and participation of social organizations in social governance.

In the future,the development of social organizations needs to summarize the experience of the past 70 years. Communist Party of China should give full play to the leading role in social organizations. We should take a path of development of social organizations with Chinese characteristics. By the end of 2019,COVID-19 had spread globally,which warns us the importance of global governance,especially the global public health governance. COVID-19 brings both challenges and opportunities for China’s social organization.
