In 2019,which marks the 70th anniversary of the founding of the People’s Republic of China,based on the national conditions,China has found a development path of inclusive education for persons with disabilities with Chinese characteristics. Especially since the 18th National Congress of the Communist Party of China,around the concept that students can “get in,stay in,learn well”,the government,schools,families and society have been working together to promote the development of inclusive education through implementing two phases of “Special Education Promotion Plans” and taking People with Disabilities Education Ordinance as the core. These programs have connected specific policies and covered the entire school period. In 2015,the Ministry of Education identified 37 national special education reform experimental zones,of which 22 were experimenting with inclusive education. In 2017,inclusive education was first written into the People with Disabilities Education Ordinance,opening a new chapter in the development of inclusive education. Documents such as China’s Education Modernization 2035Second Special Education Promotion Plan(2017-2020) and so on all put forward the comprehensive promotion of inclusive education. Local governments have constantly improved the support and guarantee system for students learning in regular class,strengthened the construction of classrooms for special education resources in ordinary schools,provided full-time and part-time teachers,and increased the number of disabled students studying in ordinary schools.

Under this background,Blue Book for persons with disabilities:Development Report on the Cause for the Persons with Disabilities in China(2020),with the theme of inclusive education,makes a systematic summary and in-depth analysis of the current situation and problems of China’s inclusive education. This book mainly includes four parts of “General Report”,“Topical Reports”,“Support Reports” and “Practice Reports”. “General Report” includes Development Report on the Cause for the Persons with Disabilities in China(2020) and Development Report on the Inclusive Education for Persons with Disabilities in China(2020)Development Report on the Cause for the Persons with Disabilities in China(2020) presents the overall development of cause for the persons with disabilities in China in 2019,calculates its development index and balance index,and makes inter-provincial comparison and dynamic analysis. Development Report on the Inclusive Education for Persons with Disabilities in China(2020) analyzes the current situation and existing problems of inclusive education in China,and puts forward effective countermeasures and suggestions. “Topical Reports” makes a comprehensive and in-depth analysis of the inclusive education dynamic state in the four key stages of preschool education,compulsory education,senior high school education and higher education. “Support Reports” studies the construction of China’s support and guarantee system for students learning in regular class and the accessible environment of the campus under the background of inclusive education. “Practice Reports” introduces the development and practices of inclusive education in Beijing,Shanghai,Jiangsu Province,Sichuan Province,Xinjiang Uygur Autonomous Region,Macao Special Administrative Region and Taiwan region of China.

Blue Book for persons with disabilities collates and analyzes the development data of China’s cause for persons with disabilities and has published its development index for three consecutive years,forming an overall judgment of the development status of China’s cause for persons with disabilities,as well as comprehensively and systematically presenting its development trend. China’s cause for persons with disabilities have made substantial progress,the development index rose from 44.9% in 2008 to 71.5% in 2018,the survival guarantee index rose from 40.4% in 2008 to 75.9% in 2018,the promotion index rose from 53.4% in 2008 to 65.3% in 2018,the service support index rose from 40.7% in 2008 to 72.3% in 2018. Since 2015,China’s cause for persons with disabilities has maintained rapid development,with the balanced development index rising steadily. In 2018,the overall balanced development index was 51.97%,3.68 percentage points higher than that of 2015,showing a gradual increase.
