This report is divided into four parts，including general report，special reports，local reports and appendix. The general report comprehensively reviewed the development status of the basic public services during the 13^th Five-Year Plan period，and summarized the achievements and deficiencies of the cause of persons with disabilities in China. It introduced the measures in responding to the COVID-19 and poverty alleviation，and the achievements were highly appraised. The general report also analyzed the development status and challenges faced by the cause of the persons with disabilities during the 14^th Five-year Plan period，and put forward the development direction and the shortcomings that need to be paid close attention to. With the theme of poverty alleviation for people with disabilities，special reports comprehensively reviewed the progress of poverty alleviation for people with disabilities in China’s rural areas，summarized China’s experience and practices in addressing poverty caused by disability，and analyzed the future development direction of poverty alleviation for people with disabilities. It also analyzed and summarized the poverty alleviation for the persons with disabilities in ethnic minority areas，“two assurances and three guarantees” for the persons with disabilities in rural areas，care services for rural residents with severe disabilities，key actions for poverty alleviation of the persons with disabilities in rural areas and the participation of social forces in poverty alleviation of the persons with disabilities. The local reports part mainly introduces the progresses of poverty alleviation made by Henan，Shaanxi，Yunnan and Guizhou for persons with disabilities，and summarizes the practices and experiences of poverty alleviation for rural persons with disabilities in poor areas.
