 In the context of the pandemic，China’s digitalization has entered a buffer mode，and majestic vitality has been injected into digital technology once again. The fifth plenary session of the 19th CPC Central Committee proposed that，“We should accelerate the development of digitalization，and make efforts to develop the digital economy，and promote digital industrialization and industrial digitization. Moreover，we should advance deep integration of the digital economy and real economy，and build a digital industry cluster with international competitiveness. We should also further build a digital society and government，and improve the digital and intelligent level of public services and social governance.” The Outline of the 14th Five-Year Plan further proposes to speed up efforts in digital development and build Digital China. We should promote the construction of the digital economy，society and government，and drive the transformation of production modes，life styles and governance modes through digital transformation. This book has，based on six evaluation index groups （incl. global digital competitiveness index，big data development index，index of big data under the rule of law，big data security index，big data index of financial risk prevention and control，and governance technology index） which were constructed for the first time in the previous year，updated，improved and optimized the evaluation system，and collectively named them as “Guiyang Big Data Terminology Index”. It also refers to the authoritative data and makes a comprehensive assessment on the development of big data in various areas in 2020，with an aim to systematically study and judge the development trend of big data and provide decision-making support and theoretical reference for relevant institutions.

The section of global digital competitiveness index is structured from five aspects：digital innovation，digital economy，digital governance，digital services，and digital security. On the basis of further enriching the level of indicators and expanding data sources，this section evaluates the digital development level of G20 countries and major cities around the world，deeply analyzes the advantages and disadvantages of digital development of various countries or regions，and explores the trend of global digital development，which will provide useful references for the construction of a new pattern of global digital development.
