Agricultural and Rural Economy Development Report of Hebei（2021） makes a comprehensive and systematic review of the agricultural & rural economy operation situation of Hebei Province in 2020，conducts an analysis and forecast of the provincial rural economy trend in 2021，performs a special study of hot issues such as the development of urban agriculture，the effective connection between the rural revitalization and the struggles for poverty eradication，and Beijing-Tianjin-Hebei sci-tech collaborative innovative development，and puts forward targeted policy proposals to promote good development of the agricultural & rural economy of Hebei Province. The year 2020 is the decisive year in building a moderately prosperous society in all respects and realizing the first century-goal，but also the most complicated year in situations facing China’s economic and social development. Faced with adverse impacts caused by the sudden COVID-19 Epidemic，Hebei Province has been resolutely carrying out decision arrangements by the Party Central Committee and the spirit of President Xi Jinping’s important instructions and comments as well as the Party Central Committee’s requirement for guaranteeing effective supply of important agricultural products，giving priority to the agricultural and rural development，attaching equal importance to the prevention and control of epidemic situation and stabilizing production and ensuring supply to exert efforts in guaranteeing effective supply of important agricultural products such as grain，vegetables and meats；resultantly the agricultural and rural economy has been steady on the whole，the grain production has achieved harvest again，the production and supply of main agricultural products has been in a steady state，which has played a striking role in guaranteeing the supply to Beijing and Tianjin，and made important contributions to triumphing over the epidemic situation and guaranteeing the stability of the provincial economy and society；62 poverty-stricken counties have eradicated poverty wholly，2.323 million people all have reached the condition for stability in poverty eradication，and the goal of building a moderately prosperous society in all respects has been realized on schedule. The 2021 year will see the sustained impact of COVID-19 Epidemic to the global economy，and the coexistence of opportunities and challenges of Hebei’s agricultural and rural development. Hebei Province will grasp the strategic basic point of expanding domestic demands，increase effective investment in rural areas，advance the rural consumption upgrading，carry out the strategy of storing grain in land and technology，well guarantee security in supply of important agricultural products such as grain，incorporate itself into the new pattern of the domestic great circulation playing a major role and the domestic and international “dual circulations” promoting each other in an all-round way，vigorously develop the modern urban agriculture，accelerate the development of sci-tech agriculture，green agriculture，branded agriculture，and quality agriculture，adjust the agricultural production structure for the better and strong，improve the quality and return of agricultural production；foster and build up new-type business entities，deepen the agricultural and rural reform，establish complete systems and mechanisms of overall planning for development，advance the effective connection between the rural revitalization and the struggles for poverty eradication，consolidate and extend achievements of the struggles for poverty eradication，and tamp the solid foundation for the rural revitalization and common prosperity.
