Western Blue Book—Report on Economic Development in Western China is a research report published by Social Sciences Academic Press （China），written by experts and scholars who are researching the economic development of western region and organized by Centre for Studies of China western Economic Development of Northwest University，one of Ministry of Education. The Report has been recognized as major landmark of philosophy and social sciences by Ministry of Education during the 10^th Five-Year Plan period and published yearly since 2005.

The Fifth Plenary Session of the 19th CPC Central Committee put forward the “14th five year plan” and the long-term goal of 2035，pointing out that China will start a new journey of building a socialist modern country in an all-round way，that is，by 2035，China will basically realize socialist modernization. The progress and degree of modernization in the western region are closely related to achieving the long-term goal of basically realizing socialist modernization in 2035. To this end，the report on the development of Western China （2021） launched a series of studies around the theme of “the path to the basic realization of modernization in the western region”.

The report on the development of Western China （2021） includes three parts：the general report，the basic realization of modernization，and the construction of the supporting system for the basic realization of modernization. Among them，“General Report” constructs the index system of modernization construction in Western China，and measures and comprehensively evaluates the basic situation and development status of modernization construction in western provinces and regions in 2019，points out the restricting factors for the basic realization of modernization in Western China，puts forward the optimized mode selection and realization path，and further predicts and judges the development trend and trend of the basic realization of modernization in Western China in the next 15 years Outlook. The part of “Basic Modernization” makes a comprehensive and in-depth study on the path and policy to realize the modernization of the western region from the aspects of agriculture，industry，city，people’s life，society，higher education，enterprise management，industrial chain，infrastructure，governance capacity and governance system，which provides ideas for the modernization of the western region，and forecasts the development trend of modernization of the northwest region in the next 15 years；“The Construction of Supporting System for Basically Realizing Modernization” systematically explains the supporting system for guaranteeing the realization of modernization in the western region from the aspects of industry，innovation drive，opening strategy，ecological environment strategy，finance，legal construction，talent strategy，cultural inheritance and innovation，social management，etc..
