Pishu，as the representative of the most important think tank results by sustainable release，has entered into a stage of high-quality development era in 2020. The total number of publications of Pishu remained stable and the number of Pishu research institutions continued to increase. What’s more，the research ability moved forward this year. By the end of April 2021，there are more than 1，500 accumulative total of Pishu institutional users throughout 13 countries. Pishu plays a vital impact on professional fields，government decision-making，and the public guidance.

“Think Tank Output Blue Book” outlines the basic development of Pishu 2020 edition from three aspects of Pishu category，evaluation and topic this year. Through the investigation hotspots and research topics of economics，politics and law，health management，local development，regional country and global governance，cultural media，and research topics，it found the differentiated characteristics of different types of think tanks，which shows that the specialization of think tanks is further demonstrated. Pishu is evaluated from the four aspects of content quality，academic standardization，media influence，and content repetition rate. The two dimensions of the communication ability of Pishu are presented under the opportunities and challenges of the digital wave. The research and creation team of Pishu and the publishing organization work together to expand the depth and breadth of the social influence of Pishu brand.

The high-quality development of Pishu still faces the opportunities and challenges. For example，“uncertainty” becomes normality，think tanks and their achievements become “rigid demand”，and wave of digitalization sweeps.

In the future，it is necessary to establish a rigid and standardized mechanism in the national governance system to encourage think tanks to participate in decision-making，and to clarify the government’s purchase of think tank thought products and consulting services. The requirements for the high-quality development of think tank reports strengthen the normative construction of Pishu report. It should build a platform for integrated media and strive to enhance the capability of international communication and influence of Pishu.
