2020 is a crucial year for Anhui Province to build a moderately prosperous society in an all-round way，and is the final year of the 13th Five-year Plan. In the face of the unprecedented Covid-19 epidemic and the rare large-scale flooding in history，and under the strong and correct leadership of the Party Central Committee，Anhui Provincial Party Committee and Provincial Government united the people of the entire province，thoroughly implemented the new development concept，adhered to the general approach of putting people first，and seeking progress while maintaining stability，adhered to reform and opening up and high-quality development，deepened supply-side structural reforms，and strived to create a new development pattern in Anhui based on the new stage of development. Anhui has achieved record-breaking results in its social and economic development. Anhui won the fight against the unprecedented Covid-19 epidemic and the rare flooding in history. In 2020 Anhui made steady progress in economic operation，significantly boosted modern governance capabilities，kept strong momentum in scientific and technological development，further involved in the integrated development of the Yangtze River Delta，steadily advanced people’s livelihood projects，successfully completed the arduous task of poverty alleviation，accelerated the integration of culture and tourism，improved the overall environmental quality，reported vibrant county-level economy，and successfully completed the 13th Five-year Plan. In 2020，the provincial capital of Hefei has a GDP of one trillion Yuan，striving to become a competitive national hub. Affected by the new corona virus epidemic and complex situations at home and abroad，Anhui is facing increasing downward pressure on the economy in the new stage，with insufficient growth in high-quality development capabilities，increasingly prominent issues with coordination and balance，a long way to go for the elimination of relative poverty，unabated pressure on environmental governance，urgent needs to build high-level talent teams，and more time needed for the integrated and high-quality development of the Yangtze River Delta. This report objectively outlines the context of Anhui economic and social development from 2020 to 2021，conducts a comprehensive empirical study of relevant contradictions and problems，and points out a feasible path for Anhui economic and social development in the new stage.

In the section on high-quality development in the Yangtze River Delta，this report believes that after the integrated development of the Yangtze River Delta has become a national strategy，the pace of high-quality regional integration has accelerated. Facing challenges brought by uncertain factors such as the prevention and control of the new corona virus epidemic，Anhui resolutely implements the spirit of the important speeches by General Secretary Xi Jinping delivered during his inspection visit to Anhui and on the symposium on solid advancement of the integrated development of the Yangtze River Delta in Hefei，and is transforming from full participation to deep integration. Relying on the advantages of scientific and technological innovation，Anhui has achieved positive results in promoting the high-quality development of regional integration. Hefei，Wuhu，and Bengbu have fully carried out industrial cooperation，formed industrial corridors，and improved the quality of Anhui regional economic growth and regional radiation capabilities through the construction of industrial clusters. Hefei actively plans to promote the construction of the Hefei-Nanjing Twin City Metropolitan Area，which strongly prompts the coordinated development of Hefei and Nanjing. In the section on new development patterns，this report points out that Anhui has actively seized major national strategic opportunities such as the integrated development of the Yangtze River Delta，the joint construction of the Belt and Road Initiative，and the acceleration of the rise of central China，steadily conducted various tasks such as keeping stable growth，promoting reform，adapting structure，and benefiting people’s livelihood，and has made historic progress in comprehensive economic strength. In the field of digital economy and modern agricultural development，Anhui has obvious advantages，reasonable industrial layout，and sufficient technological support conditions，laying a solid foundation for actively integrating into the Two-cycle New Development Pattern during the 14th Five-year Plan period. In the section on urban-rural integrated development，this report believes that the standardization，institutionalization，and legalization of village regulations in Anhui Province will effectively promote grassroots social governance in Anhui；to promote the integration of urban and rural development in Hefei，it is necessary to tap the potential of urban and rural ecological development and promote the harmonious coexistence of urban and rural cultures，consolidate the foundation of urban and rural economic integration，and improve the strategies for urban and rural spatial integration；to promote the development of small farmers and modern agriculture，the key is to strengthen top-level design，strengthen policy support，and implement risk prevention and control through needs-based classified training. In the section on social governance，this report believes that during the 13th Five-year Plan period，Anhui has achieved good results in municipal social governance and county social governance，and significant outcomes in areas such as social organization cultivation，community service system construction，conflict resolution，social security management and control. This study selects practical cases of the construction of social emergency governance communities in the context of the social governance in Funan County and the modern multiple co-governance model of community governance in Tongling City，revealing new achievements of social governance innovation in Anhui counties and cities. In section for special reports，this report conducts an empirical study on the current status，problems and paths of the green ecological corridor construction in Bengbu in the Huaihe River Eco-economic Belt based on extensive social investigation；selects Hefei as a sample to predict the population size，structure and quality of Hefei during the 14th Five-year Plan period as well as possible problems and challenges，and puts forward countermeasures and suggestions on strengthening the strategic planning of population development and actively addressing the aging of the population. At the end，this report constructs a social high-quality development index system to accurately measure the social development of Anhui in 2019，and ranks the high-quality development indexes of various cities in Anhui so as to grasp the social development trends of Anhui in real time.
