Emergency management is an important part of national governance system and capacity. It undertakes the important responsibility of preventing and defusing major risks,responding to and handling emergencies in a timely manner,and undertaking the important mission of protecting people’s lives and property and maintaining social stability. We invite relevant experts and scholars,based on the empirical data,from multiple perspectives such as the type of emergency,systems and mechanisms,emergency,emergency ability under the rule of law,typical cases,to study the latest experiences,problems and cases in the development of emergency management,to analyse the future trends,and recommend the opinions. We committed to promoting the modernization of emergency management,deep the research on emergency management,and popularizing emergency management concepts.

Since the 18th National Congress of the Communist Party of China(CPC),China’s emergency management has made all-round progress,the relevant 13th Five-Year Plan has been effectively implemented,the basic capacity of emergency management has been continuously improved,and all kinds of emergencies have been effectively responded to. In 2020,China’s emergency management system and capacity have withstood a very unusual test. The CPC Central Committee,has made overall plans,We have achieved victory in the national COVID-19 epidemic prevention and control,effectively coped with the worst flood since 1998,and properly resolved the disaster of the accident,the social security events and other major risk challenge,and accumulated zone spreading mechanism,the control group control strategy,the risk classification management,such as big data technology application experience.

In 2020 we have stepped to strengthen weak links in emergency management,especially epidemic prevention and control. We further highlighted the party’s leadership,giving full play to the advantages of system,emergency system and mechanism innovation,constantly reflected on crisis early warning and monitoring system for system,pressed the emergency legislation,plan revision,standards of “fast forward button”,pushed the emergency and industrial revolution of science and technology,improved the public opinion guide work,attached great importance to the social psychological crisis intervention. The CPC Central Committee with Comrade Xi Jinping as the core attached great importance to the emergency management system and capacity building. It has pointed out the fundamental,directional and strategic issues in the modernization of China’s emergency management system and capacity. “Coordinating development and security” has been included in the guiding ideology of national economic and social development for the first time,and the 14th Five-Year Plan is specifically devoted to “coordinating development and security,building a safer China to a higher level” and “improving the national emergency management system”.

Since 2021,China’s emergency management has entered a new stage of development. The development environment at home and abroad is undergoing profound and complex changes and facing severe challenges brought by risk trends such as pandemics,global warming and seismic catastrophes. Emergency management has also ushered in another great opportunity for development. China’s emergency management should focus on preventing and defusing major security risks in key areas,take reform and innovation as the fundamental driving force,adhere to the overall national security concept,better coordinate development and security,and further modernize the emergency management system and capacity.
