Report on the Development of Urban Rail Transit Operation in China (2020-2021) is divided into five parts,including General Report,Industry News chapter,Fight Against COVID-19 chapter,Experts Opinions chapter and Reference chapter.
General Report,includes the review of urban rail transit development,basic operation status,service analysis,standardization construction,management innovation and hot topic forecast. In view of the development of network,analyzes some indexes such as passenger boarding,passenger journey,passenger intensity,transfer coefficient,average distance,operational service time and average travel speed. The number of inbound passengers was 10.95 billion,down 26.8 percent,and the passenger volume was 17.59 billion,down 25.8 percent. The passenger intensity decreased by more than 30 percent,and the number of operating train kilometers increased by more than 11.1 percent. Five relevant national standards,seven local standards and two group standards were released. It analyzes enterprise management and technological innovation in smart stations,blockchain electronic invoices,train emergency assistance positioning and other aspects,and discusses the hot topics on multi-network integration,operation quality and efficiency promotion and intelligence of urban rail transit system.
Industry News chapter focuses on the optimization and adjustment of the operation organization structure of urban rail transit enterprises,and analyzes the changes of operation management mode and structure of urban rail transit in Beijing,Guangzhou,Chengdu,Chongqing,Xi’an,Qingdao and Suzhou. It compared the staffing and influencing factors of different scale network. With the growth of the network scale,the personnel allocation per kilometer tends to decline. The personnel allocation per kilometer for the line network of less than 100 kilometers is about 64,and the personnel allocation per kilometer for the line network of more than 500 kilometers is about 38. The proportion of staff at the team level is between 85%-90%. In addition,it gave policy suggestions on how to establish a high-quality organizational structure of operation enterprise.
Fight Against COVID-19 chapter,includes the analysis of the impact of COVID-19 on the operation of urban rail transit,the measures,effects and experience of dealing with the COVID-19. It analyzes the situation of stop operation,the decline of passenger boarding and passenger journey,and also analyzes the consumption expenditure of epidemic prevention materials and the social responsibility of urban rail transit enterprises. Expenditure on energy consumption increased significantly,which was the main reason for the increase in expenditure of operating enterprises,while expenditure on epidemic prevention materials had little impact. For passenger service,epidemic prevention and staff management,analyzed the normalized epidemic prevention management practice,probes into the employees’ mental health,prevention materials management,public opinion tracking management and cost control. The real-name system and the fast tracking of the journey are the difficulties in passenger management,and how to accurately control the full capacity of trains in high-risk areas is also a technical problem. Last,how to establish the effective public health and management system are proposed.
Experts Opinions chapter concentrates on the integration of operation posts,COVID-19 outbreak response in Xi’an metro and Shanghai metro,lean management of operation facilities and equipment,urban rail transit operation double prevention mechanism,emergency management system building and frequent passenger implementation effect.
Reference chapter focuses on the impact of COVID-19 on the operation of urban rail transit in the United States,the United Kingdom and other foreign countries,as well as the major measures taken by the foreign urban rail transit industry to deal with the epidemic.
