This book summarizes the basic situation of Shenzhen’s legislation，government rule of law，judicature，social rule of law and epidemic prevention and control in accordance with law，and presents highlights in the development of the rule of law against the background of Shenzhen’s demonstration of building a city ruled by law and the COVID-19 epidemic in 2020，and accordingly puts forward suggestions for the future development of the rule of law in Shenzhen. China will support Shenzhen in building a demonstration pilot zone for socialism with Chinese characteristics，under a guideline issued by the Central Committee of the Communist Party of China and the State Council. In the light of the requirements by this guideline，Shenzhen has accelerated the process of building itself as an example of law-based governance as it celebrated the 40th anniversary of the establishment of Shenzhen Special Economic Zone. It has been focusing on key links in reform and development，and bringing into full play the legislative power of the Special Economic Zone，to formulate rules and regulations on improving the business environment，personal bankruptcy，green finance，intellectual property rights and environmental public interest litigation，so as to solve deep-seated problems in reform and development through innovative legislation. Propelled by the work of advancing law-based administration and building a rule of law government，the level of digital government and smart service has been further enhanced，and the government information disclosure，government legal adviser，government procurement，and legal supervision of government investment projects have been deeply explored. Judicial work has advanced in an orderly manner，and innovative measures of smart justice have ensured the normal conduct of trials and prosecutions during the epidemic period. Public interest litigation and judicial protection of intellectual property rights have been continuously strengthened. The rule of law has developed steadily，the public legal service network has become more convenient and efficient，and the legal service industry has gained a stronger momentum of development. The highlights of the development of the rule of law in Shenzhen in 2020 include promoting epidemic prevention and control scientifically and orderly in accordance with the law，improving the whole chain protection mechanism to create a highland for the protection of intellectual property rights，refining the legal protection of ecological environment，promoting the modernization of governance capabilities by the construction of intelligent rule of law，and exploring new ways to optimize the business environment through the pilot project of personal bankruptcy system.

In 2021，Shenzhen will earnestly implement the spirits of the keynote speech of General Secretary Xi Jinping at the 40th anniversary celebration conference of the establishment of the Shenzhen Special Economic Zone，constantly strengthen the rule of law，make good use of the concepts and methods of rule of law，in a great effort to solve the chronic and stubborn problems of city governance，promote the rule of law as a social consensus and basic criteria，and actively grope for new ways of governance that meet the characteristics and rules of megacities.
