In late 2019，stadiums closed their operations and projects under construction were halted. In March 2020，localities introduced policies to gradually open stadiums. On September 22，2020，at the Education，Culture，Health and Sports At a symposium of expert representatives in the field，General Secretary Xi Jinping clearly proposed that “we should closely focus on meeting the needs of the people，coordinate the construction of national fitness venues and facilities，and build a higher level of public service system for national fitness”，and “we should properly deal with the impact of the COVID-19 epidemic，and coordinate the Tokyo Olympic Games and the Beijing Winter Olympic Games”，pointing out the direction for the development of sports venues under the COVID-19 epidemic. The Statistical Bulletin of the National Economic and Social Development of the People’s Republic of China（2020）shows that there are 3.713 million sports venues nationwide，with a sports venue area of 3.10 billion square meters and an estimated sports venue area of 2.20 square meters per capita.
