This report is divided into three parts，including general report，special reports and local reports.

The general report comprehensively reviews centennial development history of the cause of persons with disabilities in China. Under the leadership of the Communist Party of China，the cause of persons with disabilities in China has experienced from scratch，from single security to all-round development，and has explored a development path with Chinese characteristics. It also analyzes the progress of the cause of persons with disabilities in 2020. Even with persistent epidemic of the Covid-19，under the powerful leadership of the CPC Central Committee and the State Council，with the common efforts of persons with disabilities and all sectors of society，persons with disabilities have become members of a well-off society in all round way and the cause of persons with disabilities has stepped to a new stage. During the 14th Five-Year Plan period，with the theme of high-quality development，cause of persons with disabilities will further consolidate the achievements in poverty alleviation，improve the quality of employment，promote the equalization of basic public services for persons with disabilities，improve the barrier free environment，and realize the common prosperity of persons with disabilities.

The special s introduce the progress of preparation for the 2022 Winter Paralympic Games in Beijing and comprehensively analyzes the development status of mass sports，competitive sports，rehabilitation sports and physical education for persons with disabilities in China. In terms of mass sports for persons with disabilities，great progress has been made in fitness demonstration sites for persons with disabilities，social sports instructors，rehabilitation sports into the family and mass sports branding projects. In terms of competitive sports，China has hosted 11 sessions National Games for persons with disabilities and 8 sessions Special Olympic Games，ranking first in gold medals and total medals in five consecutive Paralympic Games. In terms of rehabilitation sports for persons with disabilities，the number of persons with disabilities receiving family care services of rehabilitation sports has increased steadily，the number of demonstration sites of rehabilitation sports for persons with disabilities has increased year by year，and the team of rehabilitation sports professionals has gradually expanded. In terms of physical education for persons with disabilities，the curriculum standards of physical education for persons with disabilities，the training of school physical education teachers and school physical education infrastructure services have developed rapidly.

The local report introduces the development status quo of the cause of persons with disabilities in Inner Mongolia，Xinjiang，Ningxia and Tibet. Remarkable results have been achieved in poverty alleviation，the organizational system of persons with disabilities has been continuously improved，the education of persons with disabilities has developed rapidly，the right to employment has been effectively guaranteed，and the laws and regulations have been continuously improved above four regions during the 13th Five-Year Plan period. During the 14th Five-Year Plan period，the above four regions will take the high-quality development of the cause of persons with disabilities as the theme，consolidate and expand the achievements of poverty alleviation，and promote the all-round development and common prosperity of persons with disabilities as the main line，so as to promote the comprehensive development of the cause of the persons with disabilities，and developing towards common prosperity for persons with disabilities.
