How to actively integrate into the new development pattern and improve the international competitiveness of China’s service industry has become an important task for the development of CBD in the new era.

“Annual Report on the Development of China’s Central Business District No.7 （2021）” （hereinafter referred to as “the report”） takes “CBD：building a strategic hub for mutual promotion of domestic and international dual-circulation” as the theme，deeply grasps the scientific connotation of building a new development pattern of “dual-circulation”，accurately studies and judges the international economic and trade situation and the evolution trend of rules，and combs and summarizes the role of local CBD in unblocking the domestic cycle Participate in the advantages，development achievements and problems of international economic cycle，study and put forward the overall idea，key tasks and Countermeasures of building CBD into a strategic hub of mutual promotion of domestic and international double cycles. The overall framework of the report includes six chapters：general report，domestic circulation，international circulation，domestic cases，international experience and the chronicle of CBD development.

The report points out that with the development process of China’s reform and opening up，China’s CBD continues to deepen institutional innovation and reform integration，develops into a special economic functional area with international high-end resource agglomeration，prominent factor hub function，perfect modern circulation system and international business environment，and plays a strategic hub role in connecting domestic and international economic activities，It has formed an advantageous foundation for unblocking the domestic economic cycle and participating in the international economic cycle，and has a special position in building a new development pattern of “dual-circulation”. However，due to the relatively high barriers to opening to the outside world，the imperfect system and mechanism of market-oriented allocation，excessive internal control of the service industry and other factors，CBD is still facing the institutional and institutional constraints of unblocking the domestic and international dual-circulation，as well as the risks and challenges brought by the reconstruction of international economic and trade rules.
