The Yellow River is the mother river for China. Making the Yellow River a happy river to bring benefit to the people is of great symbolic significance to the overall strategic situation of great rejuvenation of the Chinese nation. Since the 18th Party’s Congress，general secretary Xi Jinping has attached great importance to the governance of the Yellow River Basin，who has visited the Yellow River Basin for many times to investigate ecological protection and development situation，and put forward requirements for ecological protection and construction of key areas such as Sanjiangyuan，Qilian Mountains and Qinling Mountains. In Sep 18，2019，general secretary Xi Jinping hosted a symposium on Ecological Protection and High-quality Development of the Yellow River Basin in Zhengzhou，from when Ecological Protection and High-quality Development of the Yellow River Basin became a major national strategy.

Analysis report on High-quality Development and Governance of the Yellow River Basin（2021）is edited and planned by Party School of the Central Committee of CPC（National Academy of Governance）. The report includes five parts：general report，index reports，special report，regional reports and appendix.

With title of “overall requirements for Ecological Protection and High-quality Development of the Yellow River Basin”，the general report focuses on overall requirements of major national strategy for Ecological Protection and High-quality Development of the Yellow River Basin from historical opportunity，great significance and strategic objectives，and combs international experiences in governance of large rivers.

The index reports consists of comprehensive index evaluation，category index analysis and collaborative governance. Entropy Weight Method is used to construct the comprehensive index of Ecological Protection and High-quality Development of the Yellow River Basin. The comprehensive index shows an upward trend as a whole，but there are some differences in different provinces. Constructing the category index of Ecological Protection and High-quality Development of the Yellow River Basin from five aspects，including ecological environment protection，long-term stability of the Yellow River，economical and intensive utilization of water resources，high-quality economic and social development，protection，inheritance and promotion of the Yellow River culture.

The special report thinks Ecological Protection and High-quality Development of the Yellow River Basin should take overall consideration and implement comprehensive policies，constantly enhance the systematicness，integrity and synergy，and firmly grasp main line of collaborative promotion of large-scale governance from dimensions of governance requirements，governance objectives，governance subjects and governance orientations.

The regional report is about ecological protection and high-quality development of the nine provinces and regions flowing through the Yellow River Basin，each of the nine provinces and regions has its own functional positioning. Qinghai should shoulder the important responsibility of protecting the source of the Yellow River，Sichuan should cooperate construction of water conservation of the upper reaches of the Yellow River Basin，and Gansu should build a demonstration zone for Ecological Protection and High-quality Development of the Yellow River Basin，Ningxia should build a pilot area for Ecological Protection and High-quality Development of the Yellow River Basin，Inner Mongolia should take a new path of high-quality development oriented by ecological priority and green development，Shanxi should building an important barrier to safeguard the ecological security of the Beijing-Tianjin-Hebei and the Yellow River，Shaanxi should cast the heart of ecological protection and the core of high-quality development of the Yellow River Basin，and Henan should create a watershed benchmark for the coordination of “Four Districts”，Shandong should draw the Qilu picture scroll of high-quality development in the lower reaches of the Yellow River. In addition，systematically analyzing development status，problems and challenges，and putting forward countermeasures and suggestions for ecological protection and high-quality development of each part of basin.
