Chinese Academy of Medical Sciences continues to compile this report in accordance with the principle of scientificness，rigor and representativeness. The main contents of this report include progress of medical reform in 2020，and key issues in the key areas of health reform at current stage. This book objectively analyses the health reform，puts forward policy recommendations and provides useful strategies for further deepening health reform on the basis of factual evidence.

In 2020，the health reform has adhered to regard the people’s health as the center，and followed the principles of “maintaining the basics，strengthening the grassroots and building mechanisms”，to coordinate the epidemic prevention and control with the focus on prevention，key areas and parts while promoting the reform of key system mechanism and leading the construction of new systems，grasping the demonstration and leading role of pilot areas as well as advancing the construction of the basic medical and health system. In addition，the resource homogenization and service efficiency continued to improve within the region，the construction of modern hospital management system steadily advanced under the leadership of the party committee，the overall reform framework of medical security system was formulated，the mechanism for rational supply and use of drugs was improved，the institutionalization and standardization of comprehensive supervision system was advanced，and the national health information standard system was initially formed. Nevertheless，the deepening of medical reform is still facing new situations，tasks，and requirements in the 14th Five-Year Plan period. We should further advance the comprehensiveness，integration，and effectiveness of the medical and health system，promote the establishment of a more efficient health care system with higher quality of care，and continuously improve the modernization level of health management to gradually form a new pattern for the development of multi-level disease prevention and control and medical treatment，and draw a vision for the development of high-quality health care in the new stage.

This report includes a general report，a special report and local experience and cases. The general report summarizes the progress of health reform in 2020，analyzes the positive role of health reform outcomes on epidemic prevention and control as well as health poverty alleviation，and proposes prospects for reforms in the period of the 14th Five-Year Plan. The special report conducts a systematic analysis from the perspective of experts，which mainly focus on key areas and issues of health reform at current stage，such as public health system，basic medical and health system，health care personnel and remuneration system. The local experience and cases section selects places where the reform is rolled out effectively and efficiently as representatives，and summarizes their practical experience to provide inspiration and to promote the development of health reform in depth.
