Ecological civilization is of vital importance to the future of China，the well-being of the people and the sustainable development of the whole country. Since the 18th CPC National Congress，the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core has stood at the strategic height of upholding and developing socialism with Chinese characteristics and realizing the great rejuvenation of the Chinese nation，has incorporated ecological civilization into the overall plan of socialism with Chinese characteristics. Meanwhile，Ecological civilization，Green Development and Beautiful China have been included in the Constitution of the Communist Party of China and the Constitution of the People’s Republic of China as common will and action of the entire party and the whole nation. In October 2021，the Central Committee of the Communist Party and the State Council of the People’s Republic of China released the “Working Guidance in Full and Faithful Implementation of the New Development Philosophy for Peak Carbon Dioxide Emissions and Carbon Neutralization”，setting out systematic and overall planning for controlling peak carbon dioxide emissions and achieving carbon neutrality，pointing out a new path for ecological civilization construction in China in the new era. The report is consisted of four parts，namely，the General Report，Evaluation Report，Peak Carbon Dioxide Emissions and Carbon Neutrality Reports，Policy Reports. Through researches of ecological civilization construction with Chinese characteristics from multiple perspectives，the report is hoped to provide the oretical and policy references for the work on promoting ecological civilization from both national level and local levels.
