Based on the new historical starting point, this report reexamined the changes and characteristics of science popularization, explored the significance of strengthening the construction of national science popularization capacity under the background of the new era. The result shows that the comprehensive development index of national science popularization capacity reached 3.61 in 2021, with science popularization infrastructure, science education environment, and science popularization activities being the most important driving forces for the continuous enhancement of national science popularization capacity. Strengthening theoretical research on science popularization, reinforcing the national science popularization work system, and improving the science popularization evaluation mechanism are the fundamental paths for strengthening the national science popularization capacity construction in the new era. In the future, key topics that need to be focused include the value-guided science popularization, the supply of science popularization products, the intelligent dissemination of science popularization, the construction of science popularization talents, grassroots science popularization services, and international cooperation in science popularization.
