This report describes the assessment framework, data collection and analysis methods, and indicator calculation method of China Open Public Data Provincial Index in 2023. The report evaluates 27 provinces in the country except Hong Kong, Macao, Taiwan and municipalities directly under the Central Government. The report shows that up to October 2022, 208 provincial and city governments in China have open data platforms in service, including 21 provincial platforms (including provinces and autonomous regions, excluding municipalities, Hong Kong, Macao and Taiwan). Compared with October 2021, 15 new local platforms have been added, including 1 provincial platform and 14 city platforms, representing an increase of approximately 8% in the total number of platforms. The number of provincial platforms has increased year by year, showing a trend of continuous expansion from southeast region to the midwestern and northeastern regions. Zhejiang and Shandong provinces performed best overall. In the four key dimensions, Shandong province ranks first in Use dimension, Zhejiang province ranks first in both Readiness and Data dimension, and Guizhou province ranks first in Platform dimension. Meanwhile, the report uses a four-year cumulative score of “ODympic” to reflect a place's continuous level of open data in the past four years (2019-2022).
